Primary objective
The Executive Director Southern Region is responsible for the planning, design and coordination of delivery of all works programs
in the region on behalf of the Northern Territory Government (NTG).
Context statement
The Infrastructure Project Delivery team is a small and dynamic regional group of technical, professional and administrative officers
who play an integral part in managing the lifecycle of all southern region NTG infrastructure assets. The team sits within the Regions
Division and is responsible for the Capital, Minor and Repairs and Maintenance programs with a combined value of approximately
$400 million per annum. The southern region will have a significant program over the coming cycle and must operate strategically
to meet program demands whilst maintaining positive and strong relationships with all internal and external stakeholders.
Key duties and responsibilities
1. Provide strategic leadership to and effectively manage the people and activities of the Southern Region within allocated
resources.
2. Manage the reputation of the agency and public expectations through appropriate and timely responses to queries, ministerials
and related issues.
3. Provide high level policy advice to the Minister, Government, executive management, industry and the public on Departmental
functions and strategic direction covering all Infrastructure and Housing Land Servicing operations in the Region.
4. Work collaboratively and build strategic alliances across the region to create opportunities for economies of scale in cross
agency project delivery and best outcomes for the community.
5. Provide vision and professional leadership in the conception, development, implementation and management of Departmental
programs and strategies in the Region.
6. Build and maintain useful relationships with client groups, industry bodies and professional associations.
7. Participate as a member of the Regional Coordination Committee and participate in regional cross agency activities, tasks and
groups as appropriate; such as disaster management and recovery committees.
Selection criteria
Essential
1. Proven executive level skills in managing and leading diverse and geographically dispersed professional and technical teams.
2. Demonstrated experience in a position of authority in construction management and/or major project management and
delivery.
3. High level strategic, conceptual, analytical and collaborative skills including the ability to interpret and manage the social,
political and organisational environment with an established history of executive management experience.
4. A demonstrated competence in legislation administration and a proven record of achievement in developing, formulating and
implementing major initiatives.
5. Demonstrated political acumen and an ability to establish and maintain productive working relationships with external
stakeholders.
6. Excellent interpersonal and communication skills with the ability to express ideas clearly and fluently, both orally and in writing
along with highly developed negotiation skills with the ability to resolve complex conflicts or potential conflict situations in a
constructive manner.
7. Resilience to sustain a significant workload and the drive to succeed whilst maintaining a strong sense of integrity and
accountability.
Desirable
1. Tertiary qualifications in business, engineering, construction management, project management or other related discipline.
2. An understanding of Government programming, procurement, and compliance procedures.
