If so, you could be perfect as our Finance Manager, Regulatory, based in either London, Bristol or Birmingham.

You will be working in the Openreach Regulatory Finance (within the Openreach Central Finance Team), consisting of a Senior Manager and three Finance Managers. You will be responsible for providing insights, financial impacts, and analysis on regulatory matters through a deep understanding of the business services and the operational units that supply them.

Openreach has significant market power (SMP) in the Fixed Telecoms market in Great Britain and Northern Ireland, and the vast majority of Openreach’s products that we sell are subject to regulation. Openreach Regulatory Finance provides a key role in ensuring our regulatory obligations with Ofcom are met; the Regulatory Financial Statements are effectively used in commercial pricing analysis and decisions; and we effectively contribute to our Regulatory agenda when lobbying Ofcom.

You'll Have The Following Responsibilities
• Provide business partner support to Openreach Regulatory Affairs, Pricing and Group Competition Finance.
• Support the Regulatory Affairs Team: on strategic regulatory business cases and/or new regulatory matters.
• Support the Commercial Pricing Team: on regulatory impacts of pricing decisions and the wider Openreach Finance Team by providing accurate modelling of regulatory returns across various markets and services.
• Support the Group Competition Finance Team: on implementing regulatory directives in the regulatory financial statements.
• Be a financial lead on the pricing compliance; cost modelling; regulatory compliance; risk monitoring/assessment; and regulatory financial statements.
• Perform regulatory financial analysis through a clear and deep understanding of the wider business and provide advice/council.
• Develop and maintain complex cost models to analyse and support future changes to regulations (e.g. market reviews).
• Develop modelling and report on key financial measures on the future performance of Openreach from a Regulatory perspective including analysing Openreach’s Return on Capital Employed across various markets, products and services.
• Manage stakeholder engagement with the CFO, Managing Director of Regulation, and Group Regulatory Finance Director regarding financial analysis on regulatory matters.
• Produce business cases for regulatory decisions considering potential regulation impacts, points of potential/active debates and influence with the regulator.
• Own and deliver ad hoc regulatory finance projects and analysis.

You'll Have The Following Skills & Experience
• You will be a Qualified Accountant.
• Experience of working in a regulatory environment, or a central finance role is desired (but not essential if willing to learn fast!), at Manager level or above.
• High financial, analytical, and reasoning skills.
• Excellent communicator of complex messages, in to clear financial and operation narratives.
• Experience of positively influencing business decisions by using data, narrative, and analysis to inform decision making.
• Pragmatic team player, adept at holding others to account through a challenging and supportive leadership style, whilst consistently delivering on own commitments.
• Leading, championing and managing conflicting priorities with ownership of successful delivery of key financial deliverables.
• Ability to manage stakeholders across the Executive team.
• Leading and coaching others both within own team and elsewhere, formulating in-depth knowledge and advising on own specialist area.
