Job Description

The Staff Accountant is selected by and responsible to the Chief Financial Officer and performs complex accounting work, cross functionally working with the agency’s expenditures and revenues to prepare financial analyses and reports; maintaining accounting records and procedures; and supporting reconciliation and reporting functions. May train others. Work is performed under general supervision with moderate latitude for use of independent judgment. The Staff Accountant may perform other duties as assigned or necessary to carry out the functions of the Financial Services Division.

Essential Duties

· Prepares monthly status analyses of revenues and expenditures, maintains trend data on financial services activities and prepares and updates reports.

· Serves as an agency Security Coordinator for USAS and CAPPS.

· Serves as a back-up for the Revenue Accounting Specialist as well as both revenue and expenditure accountants, and provides assistance to the revenue, expenditure, purchasing, or budgeting teams. Classifies, codes, posts, and balances financial and accounting documents and records as needed.

· Creates and updates vendors using TINS and CAPPS Financials.

· Analyzes, recommends improvements, and provides assistance on financial management practices, ways to better utilize resources, improvement of accountability, and efficient means to accomplish division goals and objectives.

· Maintains and determines the accuracy and reliability of agency accounting records, such as expenditure, fund, appropriation, expense and revenue records.

· Assists In developing and maintaining administrative and technical policies and procedures. May research, compose, design, or edit division publications such as forms, manuals, and reports. Reviews and audits accounting and financial documents for accuracy and compliance with departmental policies and procedures and other state and federal requirements.

· Prepares or assists with the preparation of financial statements and exhibits.

· May train staff on the maintenance of accounting records of expenditures and revenues, the preparation and posting of journal vouchers, and the preparation and coding of USAS and CAPPS documents.

· Responds to inquiries from other divisions and the public; provides or requests appropriate follow-up to assure problem resolution.

· Performs administrative functions for the division, disseminating reports and information, and records retention.

· Complies with division and/or agency training requirements.

· Demonstrates a spirit of teamwork, offering positive and constructive ideas, encouragement and support to other members of the staff and team, while upholding the agency's core values.

· Keeps management appropriately informed of ongoing activity and critical matters affecting the operation and well-being of the agency.

· Adheres to all Texas Department of Licensing & Regulation Personnel Policies and other duties as assigned.

Minimum Requirements

Four (4) years of experience in bookkeeping or accounting in an office environment with two (2) years of experience utilizing USAS and CAPPS Financials required. Proficiency in Microsoft Excel and Microsoft Word is required. Experience with CAPPS HX Recycle preferred. CAPPS & USAS Security Coordinator experience preferred. Experience requirements may run concurrently. Graduation from an accredited four-year college or university with major course work in accounting or related field is preferred.

Military Occupation Specialty Code:

Army 36B, Navy LS, Marine 3451, Air Force 65FX or other related fields pertaining to the minimum experience requirements may meet the minimum qualifications for this position and are highly encouraged to apply. Remarks

The successful candidate will have: Knowledge of state governmental accounting. Knowledge of generally accepted accounting principles and procedures affecting the maintenance of accounting records and of automated accounting systems; of budget control methods, policies, and procedures; and of laws and regulations pertaining to financial operations. Skill in the use of office equipment, computers, and associated software including MS Office applications. Ability to interpret and apply accounting theory, to plan and coordinate financial programs, to plan procedures and coordinate accounting operations, to interpret laws and regulations. Ability to communicate effectively, both orally and in writing; to work accurately with numerical detail and to analyze, consolidate, and, to interpret accounting data. Ability to work independently, with little supervision, to maintain effective working relationships with agency personnel, division co-workers, and personnel of other state agencies; and to provide friendly, caring service to employees of the Department and to the public.
