FNFC is a unique, progressive, and dynamic organization passionate about advocating for First Nations interests as they pertain to fisheries and aquatic ecosystems in BC. Guided by the BC First Nations Fisheries Action Plan, working in partnership with First Nations in B.C., FNFC’s mission is to support, protect, and advance the United Nations Declaration on the Rights of Indigenous People (UNDRIP) as it pertains to fisheries and related Aboriginal Title, Treaty, and fisheries rights. We do this by developing the appropriate governance structures, forming collaborative relationships among regional First Nations organizations, and work together to build structures to support a coherent voice on fisheries and aquatic resources matters.

Position Summary:

FNFC is seeking an energetic, organized, and hard-working individual to join our team. Reporting to the Senior Manager, Partnerships and Intergovernmental Relations, the Manager, Intergovernmental Relations supports and advances FNFC’s provincial and federal government relations functions. The role coordinates high-level engagements between FNFC executives and staff and political and senior executive officials, prepares high-quality briefing materials, and helps ensure FNFC leadership is well-positioned to advance strategic priorities related to fisheries, and aquatic ecosystems.

A key focus of this role is supporting government relations associated with the Watershed Security Fund (WSF), including contributing to the advancement of growing the fund activities. FNFC currently acts as an interim steward of the WSF alongside the First Nations Water Caucus and the Real Estate Foundation of BC, and this position plays an important role in advancing intergovernmental engagement in support of that work.

The successful candidate will be a strong writer, critical thinker, and relationship builder with excellent judgment and discretion. The role requires the ability to track and synthesize fast-moving provincial and federal current affairs and translate that information into clear recommendations and decision-ready products.

Responsibilities:

Working with the Senior Manager, Partnerships and Intergovernmental Relations, the Manager will:

Maintain positive working relationships with FNFC’s provincial and federal government partners.
Seek to identify and support new relationships with government partners and allied organizations.
Coordinate meetings and engagements between political executives/senior officials and FNFC leadership/staff, including scheduling, agendas, meeting packages, roles/speaking order, and follow-up.
Draft, edit, and quality-control written materials including briefing notes, decision notes, backgrounders, key messages, correspondence, meeting summaries, and other GR products for FNFC executives and staff.
Provide verbal briefings to FNFC executives in advance of engagements, including objectives, context, stakeholder analysis, risks/sensitivities, and recommended approach.
Maintain FNFC’s government relations tracking systems and campaign log, including: stakeholder and meeting logs, briefing trackers, meeting notes, action items, follow-ups, and commitments to closure.
Support the implementation of government relations workplans, including weekly prioritization, deliverables tracking, and internal coordination across teams.
Support WSF growing the fund and government relation activities drafting materials, following up on growing the fund working group action items, and supporting implementation of a WSF government relations strategy.
Monitor and summarize current affairs provincially and federally (with emphasis on fisheries and aquatic stewardship), identify emerging issues/opportunities, and provide timely updates and recommendations to FNFC leadership.
Support reporting requirements by drafting internal updates and external summaries as required.
Work cross-organizationally to ensure GR activities are aligned with FNFC priorities, leadership direction, and communications standards.
Maintain confidentiality and exercise diplomacy and professionalism in all communications.
Qualifications:

Post-secondary degree in public administration, political science, Indigenous studies, environmental studies, resource management, or a related field.
Understanding of BC First Nations relations and environmental and/or natural resource issues; knowledge of fisheries and aquatic stewardship is a strong asset.
Strong critical thinker with demonstrated ability to research, analyze policy, and synthesize information into clear recommendations and decision-ready written products.
Exceptional written communication skills, including demonstrated experience drafting briefing notes, correspondence, recommendations, and comprehensive reports under tight timelines.
Excellent interpersonal communication skills, including experience briefing and supporting executives and working professionally with diverse partners.
Strong organizational and problem-solving skills, including meeting coordination, action tracking, and prioritization across competing files.
Demonstrated discretion and sound judgment in handling confidential or sensitive information.
Independent self-starter with a strong work ethic and ability to adapt quickly to shifting priorities.
Experience with event planning and coordination of large-scale events is an asset.
Terms and Compensation:

This is a full-time (37.5 hrs/week), hybrid-remote position, based in Vancouver, BC. The FNFC operates on a four-day work week, with a minimum of two days a week in the office required.

Occasional travel will be required, and the successful candidate must be willing to work the occasional evening to support events and priority engagements.

The salary range for this role is $79,000 - $90,000 commensurate with experience.
