This is an interview position.

Performs technical duties relevant to the processing and release of shipments in accordance with Canada Border Services Agency (CBSA) and other government departments (OGD) regulations and legislations. Provides accurate information and assistance to customers requiring international shipment information. Audits, verifies and adjusts manifested international shipment information in compliance with CBSA regulations and requirements to satisfy admissibility through customs clearance and release.

Review shipment-level detail for accuracy daily:

Proactively reviews, updates, and corrects manifests, within specified timelines for all incoming international shipments, including verification of value, description, shipper, consignee by referencing any clearance documents in our imaging system.

Identify and update shipments that require formal high value clearance due to shipment containing goods that are regulated by other government agencies like Canada Food Inspection Agency.

Follow any customer specific special handling instructions such as customer may request all shipments be processed as formal high value HVS clearance.

Admissibility Report for aircraft and shipments daily -

Run operational report to identify movement for shipments listed under waiting ACR/SCR in admissibility system. Copy the list of airway bills that have movement scans (to indicate shipment is coming to Canada) into the admissibility system. Using the admissibility system, submit the list of shipments to CBSA

Monitor admissibility system to ensure that messages related to plane and shipments are sent to CBSA within prescribed time frame prior to departure for flight and 30 minutes prior to arrival for shipments. In the event the messages are not sent, update the admissibility system to indicate the plane has arrived or use backup system to report.

Using backup system, enter airway bill and associated data elements associated for 023 shipments and report admissibility. Confirm that admissibility has been accepted.

Admissibility Report for truck shipments daily -

Pull a list of shipments assigned to a truck in our clearance system. Run a macro to confirm all shipments have a movement scan. Select appropriate tab to report arrival on the ones identified on the truck and moving. This reporting is time sensitive and must be done at time of arrival at FedEx location. Only report arrival on shipments where there are valid movement scans.

Physical review of package during operational sort -

On the Select designated sort line, determine which shipments need to be physically examined by a CBSA officer to determine next steps related to clearance. When a physical examination by the officer is not required, update the manifest with an accurate description, value or other relevant information needed for clearance. Identify and update the clearance stream required for this shipment (HVS vs LVS) based on value and whether shipment contains goods that are regulated. Prioritize work to ensure cleared shipments getting out of facility.

Identify shipments that are high value requiring formal release from CBSA. Update the manifest information based on paperwork on package.

Manifest shipments that are overages (coming in without manifest data in the system) and identify if LVS or HVS clearance required. Update system to reflect proper clearance stream.

Email customer or origin station to retrieve any missing paperwork/data needed to determine the clearance stream.

Reports -

Generate pre and post reports from various systems.

Pre-sort reporting includes alert of large multipiece shipments requiring clearance that is used internally to maximize pre-clearance rate. Advises Ground Ops specific to anticipated sort volume per line. Use information from the reports to ensure the manifest is accurate.

Post sort, update manifest to include overages and remove shortages

Provide feedback to Ground Ops when proper scanning did not occur.

Generate a daily recap summary report that is provided to CBSA that recaps daily volume by clearance stream.

Prepare daily sort summary report that recaps the volume handled by clearance category that is used for internal reporting and trending.

Queries -

Respond to package level inquiries specific to admissibility reporting, arrival reporting, clearance stream selected (i.e. OGD regulated goods). Follow up with origin or customers who have ongoing issues related to improper description, value or documents to streamline the process and ensure compliance. These need to be resolved by manifesting the shipment and reporting it as a new shipment including admissibility reporting. Create a case to advise Ground Ops to retrieve a package when request received from CBSA

In- transit reporting of shipments -

Accurately report through appropriate system(s), any in transit (coming from overseas to US via Canada) movements for CBSA compliance purposes. Data enter the main house way bill number and associated shipments that are provided by origin. This reporting is time sensitive and must to be done five hours before time of arrival at FedEx location. Fix any errors identified by CBSA.

Customs Self Assessment Program (CSA) processing -

Responsible for identifying shipments that qualify for CSA clearance by reviewing customer specific SOPS. When goods qualify, submit the CSA release request to CBSA.

Knowledge, Skills & Abilities Required

Minimum Education

College Diploma or Equivalent

Certified Canadian Customs Specialist (CCS) designation or CSCB Qualified

Minimum Experience

One year experience required (FedEx preferred) with basic knowledge of Canadian Customs Regulations related to International Operations
