The Division of Credit Assurance manages the Departments' Single-Family Portfolio of mortgages with the goal to achieve a high level of customer service and maintain homeownership while prudently managing assets.

DHCD has an immediate opening for a HCD Community Program Administrator II- Team Lead Legal, in its Division of Credit Assurance. This individual will assist in managing bankruptcy and foreclosure legal cases for DHCD's single family portfolio of mortgages The duties include being the liaison between DHCD staff, our contract mortgage servicing companies and our contract attorney firms for initiating cases, problematic legal issues and tracking legal cases. This position will also review all legal notices from outside entities concerning the single-family portfolio of mortgages. This position assigns legal cases and notices to other staff and follows up on their work. Also included will be some regular and default mortgage servicing, tracking status of legal cases, development of policy and procedures, risk assessment on defaulted loans,s and compliance with all state and federal mortgage servicing regulations. The candidate must be highly organized, customer-oriented, and a self-motivated team player. This position supports managers in Single Family Collections and Compliance and contributes to the performance for the singly family MHF (Maryland Housing Fund) insured bond-funded loans, bond-funded loans with other mortgage insurance, federal funded loans and uninsured state-funded loans. Provides technical expertise and reviews the team's cases in these areas to DHCD staff, mortgage customers, and contract servicers. The team leader provided short and long term goals, updated policy and procedures, keeps up with Federal and State legislation on foreclosure and loss mitigation as well as updates from Fannie Mae, Freddie Mac, Federal Housing Administration, Department of Veteran Affairs, Rural Housing Service, and conventional mortgage insurance companies.

This position is a part of the team that assists in achieving the Department's mission of encouraging home ownership and careful use of DHCD's financial resources. The position is part of the team that helps achieve the division;s goal of helping low and moderate-income Maryland families retain their homes.

LOCATION OF POSITION

The Department of Housing and Community Development Headquarters is located in Prince George's County across from the New Carrollton Metro stop.

POSITION DUTIES

This position assists in achieving (1) the Department's mission of encouraging and retaining home ownership and careful use of DHCD financial resources and (2) DCA's divisional goals of maintaining the delinquency rate on the single family portfolio at or below FHA Maryland portfolio. Specifically this position oversees contract servicer's and law firm's performance in collections, loss mitigation, and legal case activities for MHF insured loans, bond loans, state and federal portfolios. Duties include counseling mortgagors to fulfill their loan obligations, tracking and managing legal cases to mitigate the Department's financial losses resulting from non performing mortgage assets.

Minimum Qualifications

Education: A Bachelor’s degree from an accredited college or university.

Experience: Five years of administrative or professional experience to include two years of financing experience or providing technical assistance for development or rehabilitation of multifamily or single family housing; neighborhood revitalization and business development; community infrastructure development; or historic preservation programs.

• Candidates may substitute additional administrative or professional experience as defined above on a year-for-year basis for the required education.
• Candidates may substitute additional job-related education at a rate of thirty credit hours for each year of experience for up to two years of the required experience.
• Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in business and industry classification or business and industry specialty codes in the housing management field of work on a year-for-year basis for the required experience and education.

Desired Or Preferred Qualifications
• Experience with foreclosure and bankruptcy law
• Experience with tax sales, and/or reviewing and interpreting legal policies
• Experience working with local code enforcement entities or water-sewer entities or local tax authorities
• Experience working with housing counseling agencies and/or local government agencies for loss mitigation

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
