POSITION OVERVIEW
The Housing Navigation & Maintenance Program (HNMP) is designed to assist current and former foster youth to secure and maintain housing by reducing barriers and increasing access. Housing Navigator Coaches will offer ongoing case management and coaching support to help young people obtain and maintain housing.

The goal of the Housing Navigation & Maintenance Program is to improve coordination of services and linkages to key resources across the community, including those from within the child welfare system and the local Continuum of Care. Housing Navigator Coaches will assist in identifying and securing housing for youth through two distinct, yet interrelated subprograms.

The Housing Navigator Coach is a member of the Program Team at B:E. This team provides coaching and case management support to current and former foster youth who are navigating housing, education, or employment needs. The Housing Navigator Coach reports to the Program Manager.

ESSENTIAL FUNCTIONS
Essential duties and responsibilities may include, but are not limited to:

Ongoing Support, Coaching, and Case Management

Provide coaching and case management services to a caseload of youth around housing, including how and where to search for housing.
Utilize a 1:1 coaching model to assist with goals and successful outcomes.
Develop an executable plan with youth for their short- and long-term housing in the next stage of their life, including aging out of care at 21.
Help youth to maintain healthy relationships with those invested in their housing, including workers, landlords and roommates.
Provide support and resources to assist youth with emergency needs such as rental assistance, deposit assistance, past due utility bills, food, or other basic needs.
Facilitate group coaching and skill-building workshops with participants on topics such as independent living skills development, community building with peers, social and relational skills development, etc.
Community Supports, Connections, and Resource Navigation

Work with Child and Family Team (CFT) where applicable and attend meetings dedicated to support the youth. Collaborate with other service providers wrapping around the youth and weave housing into the plan for the youth’s overall wellness.
Liaison with community partners to collaboratively work with the participants that need additional support.
Conduct outreach to property owners and property managers to create connections for future referrals for housing. Serve as point of contact for current property owners/managers.
Act as a trainer, support, and interface between landlords and youth tenants when necessary, advocating for the youth while providing the landlord with the tools and reassurance to preserve the living arrangement/tenancy.
Work with B:E's Pathways (Education and Career development) division to ensure that youth have access to educational opportunities and employment services.Housing Placement Assistance
Conduct assessments and interviews to determine eligibility for housing programming.
Collect, categorize & walk youth through applications for housing, explaining requirements for tenancy, ensuring completeness, and ensuring delivery
Facilitate an understanding of budgeting for housing and what to expect that aligns with the youth’s financial obligations and goals.
Practice interviews for housing with youth and prompt appropriate questions to ask when identifying appropriate housing/making sure that housing conditions are up to par.
Actively search for affordable, quality housing units that could serve as Supervised Independent Living Placements (SILPs), Transitional Housing Program (THP) units, or units that would fall within the requirements of the Foster Youth to Independence (FYI) voucher.
Other Administrative Duties

Assist in collecting, reporting, and compiling program data for department statistics primarily through thoughtful, organized, and complete case notetaking around work done with youth.
Provide ongoing administrative support, such as filing, scanning and making copies of client documents, maintenance of physical and/or electronic files to ensure accurate case records and documentation.
Compose letters, correspondence and outreach materials related to housing programming.
Support with intake processes and outreach activities.QUALIFICATIONS
At least 2 years of experience working with youth and/or young adults who may have experienced trauma and a strong practice of culturally affirming healing-centered verbal and written communication.
Understanding of the child welfare system and the resources available to foster youth with a demonstrated commitment to work with those systems.
Ability to collaborate, coordinate and communicate with multiple service providers within a continuum of care, ensuring that needs are being met in the most efficient way possible.
Knowledge of housing market & tenant’s rights in Alameda County.
Creativity around identifying available housing opportunities and skill at negotiation.
Ability to advocate and to persist through bureaucratic or other barriers on behalf of Youth and/or program goals.
Familiarity with community resources in the Bay Area and beyond, including public benefits.
Bachelor’s Degree preferred, but not required with comparable experience.
Experience developing training curriculum or coaching, particularly geared towards working with young people.
Bilingual in Spanish/English would be a bonus.
Valid California Driver’s License.
COMPENSATION:

This is a full-time, non-exempt, hourlyposition. The salary range is $29.32 - $36.59 hourly. Benefits are generous, with 100% paid employee and 80% dependent medical care
coverage. Dental coverage is 100% paid by B:E. Paid time off starts with 15 days of vacation
