Overview
The London Borough of Harrow is seeking a dedicated HR Policy and Projects Advisor (Policy and Strategy) to join our team. The successful candidate will be responsible for developing and implementing HR policies and procedures that not only comply with legal requirements but also support the organisation’s goals and values.
Key Responsibilities:
• Develop and implement HR policies and procedures that align with legal requirements and organisational goals.
• Conduct thorough research and analysis of HR trends, practices, and benchmarks to inform policy and strategy development.
• Manage a portfolio of HR policies and strategies, ensuring they are up-to-date with the latest policy changes.
• Provide expert advice and guidance to senior managers on complex HR policy and strategy matters.
• Engage and consult with stakeholders on policy implementation, maintaining a thorough understanding of policy issues and organisational needs.
• Collaborate with key stakeholders in decision-making and the implementation of strategic HR initiatives.
• Lead and support cross-functional HR projects and initiatives to drive organisational change and continuous improvement.
About You
Who we are looking for:
• Proven experience in HR policy development and implementation.
• Excellent research and analysis skills.
• Up to date understanding of employment law and can inform the leadership team on the impact.
• Demonstrable record of achievement in employee relations, specifically complex casework, TUPE, and strategic and operational human resources projects.
• Leads and co-ordinates a continuous improvement approach across the HR Function’s casework by continuously improving standards for people analysis and reporting that support strategic direction and external stakeholder engagement.
• Experience of planning and managing a mixed and varied workload of conflicting priorities responding effectively to the needs of all customers.
• Experience of report writing and communicating complex issues to a broad range of audiences.
• Experience of working successfully with senior managers on complex HR issues.
• Demonstrates HR Function performance against required role and value added through data and reporting to senior leadership identifying opportunities for changes in role and delivery mode.
• Strong experience of developing, consulting on and implementing employment policies that are compliant.
• Experience in dealing with a range of complex and contentious matters requiring a consistently high degree of support, persuasion and advocacy and an awareness of major policy objectives, employment legislation and regulations.
• An exceptional communicator able to operate and empathise with stakeholders and senior managers, influencing and gaining commitment to objectives.
• Clear understanding in the current thinking about people leadership, people management and organisational change.
• Knowledge, awareness and understanding of the public sector, including understanding the key drivers for change.
• Able to demonstrate financial acumen and commercial awareness.
• To have the flexibility to work hours as required for the needs of the role.
Qualifications:
• Degree and/or CIPD or equivalent professional body qualified or relevant work experience.
• Evidence of CPD.
