What are we looking for?

Experience in recruitment, HR, assessment centres, or psychometric capacity within an NGO, non-profit, INGO or IGO (such as the United Nations or European Union), government, charity, international development, or youth empowerment organisation is highly advantageous.

Those with HR psychology, work psychology, or organisational psychology or organizational psychology (i/o or I-O) qualifications but limited work experience will also be considered.

What will you be doing?

The International Youth Federation is an international non-profit youth organizations network governed by the present Statutes and the Swiss Civil Code. It is neutral politically and non-denominational, aiming to empower youth worldwide.

The Leaders Assessment Centre (LAC) is a testing facility that conducts competency, personality, and knowledge-based assessments for potential candidates, and a passing grade is required in order to be considered for any Representative positions.

Reporting to the Director, Leaders Assessment Centre, the HR Specialist is responsible for transparent implementation of HR strategies, effective delivery of HR services and management in LAC. He/she analyses, interprets and applies HR policies, rules and regulations to the received applications and establishes internal procedures and provides solutions to a wide spectrum of complex HR issues. This role will be responsible for reviewing and scoring assessment centre candidates.

Responsibilities
• Ensures implementation of HR strategies and policies
• Provide a quality assessment for received applications, through the established quality assessment mechanisms;
• Participate in the development of management and administrative policies, procedures and work plans with both short and long-term objectives;
• Support the implementation of LAC strategy; effective implementation of the internal control, proper design and functioning of the LAC management system;
• Analyze and review recruitment practices and procedures and develop recommendations for improvement;
• Compile data, produce information and interpret results through conclusion, and develop reports, special documents or publications as assigned; and
• Support transparent and competitive recruitment and selection processes, including updated job descriptions, proper job classification, vacancy announcements, screening of candidates, organization and supporting interview panels and making recommendations on recruitment.
• Provide effective administrative support
• Support LAC business processes mapping and elaboration/establishment of internal Standard Operating Procedures (SOPs) in HR management and control of the workflows in the LAC;
• Collaborate with other HQ colleagues/teams to develop and execute plans and activities that increase effectiveness of current organizational systems, dynamics, culture, competencies, management and related practices;
• Facility implementation of LAC-wide initiatives including leadership training and staff recognition programmes;
• Elaboration and implementation of the protocol for performance appraisal process, facilitation of the process, elaboration of performance evaluation indicators in consultation with the Senior Management;
• Design and implementation of training for senior staff on HR issues; and
• Sound contributions to knowledge networks and communities of practice.
