The Kativik Regional Government (KRG) is a supra-municipal organization with jurisdiction over the territory of Quebec located north of the 55th parallel. The KRG is currently seeking to recruit an autonomous and professional individual to work in the capacity of:

HUMAN RESOURCES ADVISOR - NPS ( Nunavik Police Service)

(Permanent - Full-time position)

The successful candidate must be willing to relocate to Kuujjuaq

Reporting to the Director, Human Resources, the Human Resources (HR) Advisor is responsible for partnering with management staff to assist and advise on all human resources aspects, such as recruitment and onboarding of new employees, payroll, disciplinary matters, and labour relations issues. The HR Advisor is also responsible for responding to employee inquiries on human resources issues. More specifically, the HR Advisor will:

Assist and advise all employees in matters related to human resources, the interpretation and application of collective agreements, and management working conditions, policies, and procedures;
Provide guidance to managers and employees on employee relations and workplace issues;
Manage STD and LTD claims and work injuries (CNESST);
Manage the recruitment cycle, including: Hiring Requisition Form (HRF), evaluating candidates, as well as the onboarding of newly hired employees, and follow up during the probation period;
Maintain and update employee files and produce reports and statistics, as required;
Manage all aspects of employee files such as: payroll, benefits, Pension Plan, Workmen’s compensation, unemployment insurance, etc.;
Review and update job descriptions, proceed with job evaluation, and assist and advise on issues related to pay equity as well as internal equity;
Contribute to the negotiation of various collective agreements and individual agreements;
Ensure all applicable laws and regulations are respected;
Plan and attend career fairs ;
Contribute to various HR Projects
Perform other related duties as required.
REQUIREMENTS:

University degree in a related field (relevant work experience will also be considered);
Minimum of five (5) years of relevant experience and be a member in good standing of a recognized Human Resources professional organization (CHRP, HRPA, CRIA, CRHA) (relevant work experience will also be considered);
Experience in a unionized or municipal environment will be considered an asset;
Ability to work on multiple projects and meet tight deadlines;
Recognized interpersonal and communication skills, both oral and written;
Strong planning, organizational, and conflict resolution skills;
Working knowledge of the Microsoft Office Suite;
Be able to communicate orally and in writing in two (2) of the following languages: English, French, and Inuktitut.
Frequent travel to the south to attend career fairs and meetings, such as in-person interviews;

Salary: Min $89,855 – Max $123,554

Benefits:

Cost of living differential: Minimum of $8 500 / year

Food allowance: Minimum of $4,217 / year

Annual leave trips: maximum of 3 per person annually;

CONSEILLER/CONSEILLÈRE EN RESSOURCES HUMAINES – SPN (Service de police du Nunavik)

La personne retenue devra être disposée à s’installer à Kuujjuaq

Relevant du directeur des ressources humaines, le conseiller en ressources humaines (RH) doit collaborer avec le personnel de direction afin d’offrir de l’aide et des conseils à l’égard de tous les aspects liés aux ressources humaines (recrutement et intégration des nouveaux employés, paie, mesures disciplinaires et relations de travail). Il incombe également au conseiller ou à la conseillère en RH de répondre aux demandes de renseignements des employés portant sur des questions relatives aux ressources humaines. Plus précisément, le conseiller ou la conseillère en RH aura les responsabilités suivantes :

Offrir de l’aide et des conseils à l’ensemble du personnel sur des questions ayant trait aux ressources humaines, à l’interprétation et l’application des conventions collectives, ainsi qu’à la gestion de conditions de travail, des politiques et des procédures;
Donner des conseils aux gestionnaires et aux employés concernant les relations avec les employés et les problèmes liés au milieu de travail;
Gérer les demandes d’indemnisation pour invalidité de courte durée et de longue durée, ainsi que de réclamations du travailleur (CNESST);
Gérer le cycle de recrutement, ce qui comprend les tâches suivantes : Remplir le formulaire de demande d’embauche (FDE), procéder à l’évaluation des personnes candidates, s’occuper de l’accueil et l’intégration de nouveaux employés et assurer le suivi durant la période d’essai;
Maintenir et mettre à jour les dossiers des employés et produire des rapports et des statistiques, selon les besoins;
Gérer tous les aspects des dossiers des employés tels que : la paie, les avantages sociaux, le régime de retraite, les accidents de travail, l’assurance-emploi, etc.;
Réviser et mettre à jour les descriptions de poste, procéder à l’évaluation des emplois, assister et conseiller sur les questions liées à l’équité salariale ainsi qu’assister et conseiller sur les questions liées à l’équité interne;
Contribuer à la négociation de diverses conventions collectives et ententes individuelles;
Veiller à ce que tous les règlements et les politiques applicables soient respectés;
Organiser et participer à des salons de l’emploi;
Participer à divers projets de RH;
Effectuer toute autre tâche connexe au besoin.
EXIGENCES :

Être titulaire d’un diplôme universitaire dans un domaine connexe (une expérience de travail pertinente sera également prise en compte);
Compter au moins cinq (5) ans d’expérience pertinente et être membre en règle d’une organisation professionnelle reconnue dans le domaine des ressources humaines (CHRP, HRPA, CRIA, CRHA) (l’expérience professionnelle pertinente sera également prise en compte);
Une expérience dans un milieu municipal ou syndiqué sera considérée comme un atout;
Capacité à travailler sur plusieurs projets et à respecter des échéanciers serrés;
Compétences interpersonnelles et de communication avérées, tant à l’oral qu’à l’écrit;
Solides compétences en matière de planification, d’organisation et de résolution de conflits;
Connaissance pratique de la suite Office de Microsoft;
Être en mesure de communiquer oralement et par écrit dans au moins deux (2) des langues suivantes : anglais, français ou inuktitut;
Déplacements fréquents vers le sud pour participer à des salons de l’emploi et à des réunions, notamment pour des entrevues en personne.
