Position Summary

We are seeking a collaborative and experienced Human Resources Manager to lead HR operations across our sites in the Eastern Greater Toronto Area. This role is responsible for driving site-level HR strategy, coaching and supporting frontline leadership, and ensuring consistent execution of HR programs aligned with operational goals.

The HR Manager, supported by one other HR team member, oversees HR functions across multiple locations—including Etobicoke, Concord, Bowmanville, Mississauga, Burlington, and Belleville—and collaborates closely with Operations, Health & Safety, and the Labour Relations Manager to foster a positive, compliant, and engaged workforce.

We are actively recruiting for an open position on our team. The successful candidate would primarily be located in our Concord Location ( 300 Connie Crescent, Concord) and would travel to other locations as required. The work hours are Monday- Friday 8am-5pm.

Position Functions

HR Strategy & Site Support
• Lead HR service delivery across multiple manufacturing sites, ensuring alignment with business goals.
• Coach plant leaders and frontline managers on HR best practices, employee engagement, and performance enablement.
• Champion HR initiatives that support operational efficiency, workforce stability, and a respectful work environment.
• Maintain regular visibility on the production floor to build relationships, promote employee engagement, and support a strong HR presence across all shifts.

Team Leadership & Collaboration
• Manage and mentor HR as well as site leadership.
• Foster consistency in HR practices, policy interpretation, and compliance across all sites.
• Collaborate closely with the Labour Relations Manager on union-related matters, ensuring consistent messaging and support to site leadership.

Recruitment, Onboarding & Retention
• Oversee recruitment efforts for hourly and salaried roles, ensuring alignment with workforce needs and staffing levels.
• Support onboarding processes to ensure smooth integration of new hires and reinforce company culture.
• Monitor turnover and retention trends and implement action plans where needed.

Performance Management & Development
• Guide leaders through the performance management cycle, including coaching, feedback, and goal setting.
• Support high-potential development and succession planning efforts in collaboration with operations and HR leadership.
• Reinforce a culture of accountability, growth, and continuous improvement.
• Oversee and continuously improve attendance management programs to support workforce reliability and minimize absenteeism across sites.

Leave & Disability Management
• Oversee the administration of STD, LTD, WSIB, and other leave programs.
• Ensure proper documentation, employee communication, and coordination with insurance providers, site leadership, and return-to-work planning.

Health & Safety Partnership
• Work closely with site EHS teams to support safety-related programs and compliance with OHSA.
• Provide HR support for safety investigations and accommodations, promoting a proactive safety culture.
• Policy, Compliance & Reporting
• Ensure HR policy compliance across all locations, in accordance with employment laws and company standards.
• Track and analyze key HR metrics (e.g., absenteeism, time-to-fill, engagement indicators) to identify trends and improvement opportunities.
• Support internal and external audits, employee file maintenance, and data integrity within HR systems.

Culture & Engagement
• Lead and support employee engagement initiatives tailored to each site’s needs.
• Champion diversity, equity, and inclusion (DEI) practices in recruitment, development, and team culture.
• Promote open communication and recognition efforts that strengthen morale and alignment with company values.

Working Conditions
• Based on-site with regular travel to supported manufacturing locations.
• Must be able to support multiple shifts and respond to time-sensitive HR matters.

• Strategic HR Leadership: Demonstrated ability to align HR initiatives with business objectives and drive results across multi-site operations.
• Employee & Labour Relations: Proven experience supporting unionized environments, with a focus on consistent policy application, grievance handling, and collaborative labour relations.
• Coaching & Influencing: Strong interpersonal skills with the ability to coach, mentor, and influence leaders at all levels to support a high-performance culture.
• Operational Agility: Ability to effectively manage HR responsibilities across multiple sites and shifts in a dynamic manufacturing environment.
• Talent Acquisition & Workforce Planning: Skilled in recruitment, onboarding, and retention strategies to ensure workforce stability and pipeline development.
• Compliance & Risk Management: In-depth knowledge of employment law, health and safety, disability management, and HR compliance requirements.

Preferred Qualifications
• Bachelor’s degree in human resources, Industrial Relations, or related discipline.
• 3–5 years of progressive HR experience, including HR leadership in a manufacturing or industrial setting.
• Experience managing or supporting HR teams across multiple locations.
• Solid understanding of Ontario employment law, occupational health & safety, and HR policy application.
• Experience working in a unionized environment; able to partner effectively with a dedicated Labour Relations function.
• Proficient in HRIS platforms and Microsoft Office tools.
• Strong leadership, communication, and coaching skills.
