ABOUT THE POSITION
The IT Project Manager leads complex, multi-department technology initiatives that support court operations, digital transformation, and enterprise modernization. The role manages full project and program lifecycles, including scope definition, planning, execution, organizational readiness, implementation, and post-implementation stabilization. The Manager provides strategic direction, ensures alignment with business priorities, and drives delivery across diverse technical domains such as applications, infrastructure, data, and integrations. The Manager leads the interagency rollout of technology solutions, guiding adoption efforts across counties and partner organizations to support broader justice system modernization. This position requires advanced project management expertise, strong analytical capability, and the ability to navigate a highly regulated public-sector environment. The IT Project Manager works closely with executives, business units, technical teams, and vendors to coordinate resources, manage risks, and ensure solutions meet operational, security, and compliance requirements. The role also leads change management efforts to support user adoption, process alignment, and long-term sustainability of implemented solutions. Work is performed with a high degree of independence and has significant impact on service quality, system reliability, and organizational readiness for change.

Key responsibilities:
Project management methodologies: Lead complex IT projects by selecting and applying Agile, Waterfall, and hybrid methodologies to plan, execute, monitor, and deliver technology initiatives in alignment with governance, compliance, and organizational needs.
Technical and analytical leadership: Translate business and regulatory requirements into functional and technical specifications by analyzing problems, evaluating solution options, and guiding teams toward scalable, cost-effective technology implementations.
Vendor and stakeholder management: Coordinate work across vendors, executives, and cross-functional teams by defining expectations, monitoring performance, resolving issues, and ensuring clear communication of scope, priorities, and deliverables.
Change management and organizational readiness: Develop and implement change management strategies by assessing impacts, preparing stakeholders, delivering communication and training, and supporting user adoption of new systems and processes.
Quality assurance and risk mitigation: Ensure project quality and control by establishing testing strategies, validating deliverables, monitoring risks and dependencies, and implementing mitigation plans to maintain scope, schedule, and budget.
Public-sector and court environment alignment: Support successful project delivery in a regulated environment by navigating procurement, compliance, and court-specific workflows and ensuring IT initiatives meet legislative, security, and operational requirements.

THIS IS A TELEWORK ELIGIBLE OPPORTUNITY
This position may be eligible for full or partial telework following an initial training period and contingent upon the needs of the Court.

CALIFORNIA RESIDENCY REQUIREMENT
Employment with the Superior Court of Los Angeles County requires employees to maintain their primary residence within the State of California. Applicants must currently reside in California or be willing to establish California residency by the start of employment. This requirement will be verified during the hiring process.

SELECTION REQUIREMENTS
To qualify, you must meet one of the following options at the final filing date of this bulletin:

OPTION I: 9+years' experience providing technical and business process support, analysis, or project work for systems/applications.
OPTION II: Associate’s degree* in information technology, computer science, management information systems, or related field; -AND- 7+ years' experience providing technical and business process support, analysis, or project work for systems/applications.
OPTION II: Bachelor’s degree* in information technology, computer science, management information systems, or related field; -AND- 5+ years' experience providing technical and business process support, analysis, or project work for systems/applications.
OPTION IV: Master’s degree* in information technology, computer science, management information systems, or related field; -AND- 3+ years' experience providing technical and business process support, analysis, or project work for systems/applications.

Note: Credit for experience is based on a 40-hour workweek. Part-time experience is credited on a pro rate basis (e.g., working 20 hours per week for two months equals one month of experience). Overtime does not count toward additional credit.

DESIRABLE QUALIFICATIONS
PMP certified; additional certifications such as CSM, SAFe, ITIL, or PgMP preferred.
Self-driven, highly accountable leader with a results-oriented mindset and strong bias for execution.
Proven ability to manage multiple simultaneous programs/projects across diverse technology domains while maintaining strategic alignment and operational control.
Strong financial acumen, including budget management, forecasting, cost control, and resource planning.
Ability to operate at both strategic and tactical levels, bridging executive vision with detailed execution plans.
Experience contributing to or managing enterprise-level governance structures, including project intake, prioritization frameworks, and cross-department alignment mechanisms.
Experience leading modernization initiatives in government or court environments, including navigating legislative mandates, funding cycles, and policy-driven constraints.
Ability to brief executives, steering committees, and oversight bodies using concise, data-driven insights that support high-stakes decision-making.
Experience overseeing multi-vendor technology ecosystems involving shared SLAs, integrated delivery schedules, and coordinated risk management across multiple contracts.
Experience leading large-scale organizational change efforts involving significant process redesign, workforce impacts, or cross-department adoption challenges.
