Location
ONS operates a flexible hybrid working model across the UK, with colleagues linked to one of our contractual locations in Newport, Titchfield (Fareham), Manchester, London or Darlington and working between office and remote throughout the week.
As part of the hybrid working arrangement there is a 40% minimum office attendance requirement. Attendance is typically at your contractual office, with occasional travel to alternative locations. Due to estates constraints, there are currently temporary exceptions to this for colleagues based at Manchester and Darlington who are required to attend the office for a minimum of 20% of their work time.

The Office for National Statistics (ONS) is the UKs largest producer of official statistics and is the recognised National Statistical Institute.
Our Economic, Social and Environmental Group (ESEG) produce a wide range of data, statistics and analysis to help policymakers and the public understand the UK economy and society. This includes key statistics on topics such as inflation, trade, employment, the environment and gross domestic product.
For any economist these are exciting roles which will give you the opportunity to get to the heart of the UKs economic performance and social issues, and to provide key stakeholders with the best evidence available to make the best decisions for the UKs future. This is especially true in the context of the rapidly changing data environment, where we are bringing in large and exciting administrative and big datasets for exploration and use.
We are looking for highly skilled and motivated Lead Economists to provide economic expertise and leadership in the Economic, Social and Environmental Group in ONS.
We have several key roles, outlined below. In addition, we plan to use this recruitment campaign to create a reserve list from which further appointments may be made over the next 12 months.
Posts may cover a variety of areas of work across the office, offering the opportunity both to be an expert in your area and to develop a range of analytical skills which have wider application, including working with analysts in other public bodies and with international agencies.
These roles provide a unique opportunity to make a tangible impact on the UKs economy and public life. You will play a central role in ensuring that ONS statistics benefit from economic analysis and insights, building on work since the Independent review of UK economic statistics to bolster economic expertise within ONS, and contributing to the enhancement of environmental economic accounting.

Job Description
Were seeking individuals with strong economic and analytical skills, leadership abilities, and effective communication and stakeholder engagement skills, with the ability to explain complex concepts to a wide variety of users.
These posts include work on understanding, analysing and being curious about key economic statistics that play a central part in UK economic policymaking and public debate. They also require effective communication of analysis in formats ranging, as appropriate for the post, from internal oral briefing to externally published commentary and more in-depth articles.
They cover a variety of areas of work across the office, offering the opportunity both to be an expert in your area and to develop a range of analytical skills which have wide application. Some roles work with analysts in other government departments or with international agencies.
Posts can involve staff management and development and working closely with professionals in other analytic disciplines. Post holders will be responsible for working in cooperation with other economists to optimise use of resources and ensure effective spread of knowledge.
Role
The ONS has a number of specific roles we are currently looking to fill. All posts provide opportunities to work on some of the most exciting and topical issues across government, including:
Head of Natural Capital Economics, Environment Division.
This role will lead critical work on our national environmental economic accounts. It involves developing comprehensive natural capital stocks and flows for the UK, with a focus on the 2026 System of National Accounts. Key responsibilities include engaging with international bodies like the UN and OECD, representing the ONS in various forums, and contributing to environmental economic accounting standards. The postholder will collaborate with stakeholders across government and research institutions, develop inclusive wealth measures, and maximise the impact of natural capital accounts through policy analysis, stakeholder engagement, and capacity building. Leadership of junior analysts and strategic development of the work programme are essential aspects of the role, requiring advanced environmental economic expertise and strong international collaboration skills
Head of Firm-level Analysis, Economic and Microdata Insights (EMI) Division.
This role will lead on analysing and developing firm-level productivity statistics, using administrative and survey data sources. The post holder will oversee the annual production of the teams Trends in UK business dynamism and productivity bulletin and own productivity micro-datasets including Linked Trade/IDBR and the Annual Respondents Database. The role involves developing innovative research datasets, such as a Linked Employer-Employee Dataset. The post holder will provide expert advice on microeconomics and econometrics across the team, with experience of producing quality microdata analysis and knowledge of an analytical coding language. You will line manage an SEO, HEO and Economics Apprentice, with potential to manage a larger branch in future, subject to funding. You will be expected to work closely with key stakeholders, including the Department for Business and Trade and the Competition and Markets Authority. Candidates will be expected to have a good working knowledge of microeconomics, particularly as it relates to firms and industries, and some experience in data linking.
Head of Public Sector Finance Analysis, Economic and Microdata Insights (EMI) Division.
This role will lead economic analysis and understanding of our public sector finance and related statistics, covering issues such as government expenditure and receipts, balance sheet measures, public sector debt, pension liabilities and student debt. You will analyse and explore novel datasets and develop innovative methods for producing more
granular or timely estimates. Working with Public Sector Division colleagues, you will also have a key role in assuring the quality of published outputs. You will line manage one or more junior analysts, and will be expected to work closely with key stakeholders including HM Treasury and the Office for Budget Responsibility. Candidates will be expected to have a good working knowledge of macroeconomics and the economics of public finance.
Head of Trade Analysis, Economic and Microdata Insights (EMI) Division.
This role will lead the micro and macroeconomic analysis and understanding of international trade and the balance of payments, covering issues including trends in trade in goods and services, the trade and investment flows, trade deflators, the terms-of-trade, trade frictions, trade intensity, and trade and productivity. Working with Global Trade and Investment Division and Prices Division colleagues, you will also have a key role in assuring the quality of published outputs. You will also work with trade and firm-level microdata to produce new economic insights and research. You will line manage one or more junior analysts, and will be expected to work closely with key stakeholders including HMRC and the Department for Business and Trade. Candidates will be expected to have a good working knowledge of international economics.
Responsibilities
Lead Economists deliver a variety of key responsibilities. Here are some examples of work that may be undertaken in this role:
• Lead economic analysis on a topical and key economic, social or environmental topic area.
• Lead the compilation and analysis of firm level or economic microdata.
• Provide leadership and management to economic, statistical or research projects and/or teams.
• Challenge, quality assure and analyse data/ outputs, ensuring the economic story fits with the statistics that are being produced, utilising curiosity.
• Building a culture of inquisitive curiosity and an expectation of analytical rigour, whilst working collaboratively with colleagues to ensure robust economic analysis and outputs.
• Communicate economic analysis through regular commentaries and ad hoc publications and engage with external stakeholders.
• Help to build capability and diversity across the economics profession in ONS, and support the development of colleagues within and without the GES.
Person specification
Candidates will be expected to be able to demonstrate these throughout the recruitment process:
Essential Criteria
• Excellent quantitative analytical skills and the ability to apply these to produce robust economic analysis.
• Strong knowledge and understanding of economics and economic statistics.
• Ability to communicate complex economic and analytical concepts in a clear and impactful way, including to non-specialist audiences.
• Strong interpersonal skills, a proven track record of working closely and collaboratively with others, and experience handling senior stakeholders.
• Ability to lead a team effectively, ensuring plans and activities reflect wider strategic priorities, with strong people management skills.
Desirable Criteria
• A postgraduate degree in economics.
• Familiarity with conducting impact assessments, such as the Treasury Green Book.
• Experience in producing statistical outputs, following the Code of Practice for Statistics or its general principles.
• Experience of working with and influencing international bodies.
• (Environment role): Demonstrate the ability to quickly understand natural capital approaches and the natural capital accounts, with a strong appreciation of wider environmental statistics, frameworks and systems.
• (Environment role): Experience of working with or developing robust methodologies in an environment-related context, ideally on natural capital accounts (ecosystem accounting) or other environmental accounting.
QualificationsTo join the Government Economic Service, you must have a first or upper second honours degree (or international equivalent), or a postgraduate degree in economics. If it is a joint degree, at least 50% of the course models must be in economics. You must have studied both microeconomics and macroeconomics.Behaviours
