About the branch
The Legal Metrology Branch (LMB) plays an important role in ensuring Australian consumers and industry can rely on trusted measurements for fair trade in goods and services. To ensure traders comply with the law and adopt correct measurement trading practices, we employ inspectors who check that measuring instruments (for example, weighing scales, fuel pumps and weighbridges) are accurate throughout Australia, pre-packaged articles contain the correct amount of produce, and that fuel sold in service stations complies with fuel quality standards.

About the section
The Training & Technology Transfer (TTT) section provides measurement training in biological, chemical, physical and legal metrology. The team delivers high quality training to staff, industry and the Australian community with the aim of improving measurement skills.

The section operates as NMI’s Registered Training Organisation (RTO) No. +141+ delivering the PSP40522 Certificate IV in Trade Measurement to its assistant trade measurement officers (ATMOs).

Nationally accredited assessment is provided for:

verifiers of measuring instruments used for trade
public weighbridge operators
who work for NMI-licensed organisations, as a critical part of Australia’s measurement system .

The opportunity
The legal metrology training specialist (LMTS) will have a highly developed, specialist technical knowledge of legal metrology and the requirements of measurement legislation, as well as expertise in the field of vocational education and training (VET) and the operation of an RTO. You will be able to work with a high degree of autonomy in solving complex problems and issues. The role requires the candidate to exercise sound decision-making and judgement to produce high level advice and support, and high-quality training materials and supporting documents. The LMTS is accountable under broad direction to undertake very complex work and deliver quality outcomes across the legal metrology training functions of NMI. Given the nature of the role, it is critical that the candidate has clear understanding of the Standards for RTOs, and VET best practice, as well as trade measurement legislation, policy and practice and how it interacts with industry.

The LMTS actively manages key internal and external stakeholder relationships, including qualified trainers and assessors across multiple regions and NMI-licensed entities. They will represent and negotiate on behalf of the department to advance NMI’s interests across a range of forums.

The successful applicant will have demonstrated or proven ability in the following areas:


expertise across very complex technical, legislative, operational and regulatory areas of legal metrology with the ability to provide expert advice to internal and external stakeholders
expertise of the vocational education and training (VET) quality framework including an in-depth knowledge of and compliance with relevant legislation and policy frameworks
experience supervising staff either directly or as external resources contributing to service delivery outcomes
a results-focused approach, with the ability to develop and deliver high-quality training materials and assessment tools for accredited and non-accredited legal metrology products
engage and collaborate with internal and external stakeholders to identify opportunities, achieve strategic outcomes and facilitate cooperation
work with a high level of independence under broad direction to deliver high quality, timely outcomes
assess and manage risk related to NMI’s legal metrology training and assessment operations, including staying abreast of changes to the VET compliance framework and implement continuous improvement processes
lead high quality service delivery, track performance standards and meet service outcomes
excellent written and oral communication skills to support effective engagement and develop professional relationships with external and internal stakeholders
sound judgement and political awareness, with an ability to work effectively across networks and cultures with personal integrity, resilience and flexibility
build shared purpose through consultation, with a commitment to building relationships and handling issues constructively with a focus on solutions.

What you will do
As the Legal Metrology Training Specialist, you will:

Demonstrate behaviours consistent with the values of being adaptive, innovative, accountable, strategic, inclusive and influential, while encouraging and supporting others to do the same and recognising and responding to breaches of these values.
Manage and develop training and assessment strategies, as well as other documentation and resources required for compliance with RTO legislation, including the Standards for RTOs (2015) .
Develop and maintain, technical training materials to meet industry needs in conjunction with industry experts, where necessary.
Coordinate the training program and materials for trainee trade measurement inspectors, including scheduling, co-delivery, review and evaluation.
Develop and maintain assessment tools and conduct validation of the assessment process to ensure that NMI’s RTO complies with legislated requirements, including an in-depth knowledge of, and compliance with, relevant legislation and policy frameworks.
Develop and/or deliver professional development and induction programs, and provide ongoing support to assessors and trainers.
Evaluate and undertake risk management activities in the context of a complex and changing environment , including responding to feedback and implementing continuous improvement
Apply TTT policies and procedures related to the delivery of legal metrology training and assessment.
Stay abreast of vocational education and training issues and propose improvements to training/assessment processes and materials.
Contribute to innovation and business improvement strategies.
Coordinate tailored training consultancies to individual stakeholders.
Deliver legal metrology training and assessment, as required.

The successful candidate will have the following:

A training and assessment credential as specified in Items 2 or 3 of the Standards for Registered Training Organisations (RTOs) 2015 .
A formal qualification and/or extensive relevant experience in legal metrology or a regulatory environment and/or a degree in a science or engineering discipline.
Sound operational knowledge of the National Measurement Act 1+60 (Cth) and associated regulations (or the ability to quickly acquire that knowledge).
Demonstrated high level skills in the use of the suite of Microsoft software, particularly Word, PowerPoint, Excel, Outlook and Teams.
Experience in the use of videoconferencing and e-learning platforms.
Experience in the use of Adobe Acrobat (or similar PDF software), particularly for creating and working with fillable forms is very desirable, as is experience in the use of learning and student management systems. A current driver’s licence is desirable, but not essential.
To be eligible for employment in the APS and the department, candidates must be Australian Citizens.

Positions require a Baseline security clearance and successful candidates will be required to obtain and maintain a clearance at this level.

Notes
The role requires some inter- and intra- state travel.
