Job description
Under administrative direction, the 0931 Manager III working at the San Francisco International Airport (SFO), will be responsible for performing senior management functions with responsibility for various areas of the Airport. This recruitment will be used to fill multiple positions within the Operations Division and External Affairs Division, which may include the following offices:

Operations Division: Social Responsibility:
• Social Responsibility comprises Economic and Community Development (ECD) and Workforce Standards and Development (WSD). These units administer Airport-specific, local, state, and federal policy and regulatory requirements relating to social sustainability. The WSD unit is responsible for designing, implementing, and managing various programs and initiatives to recruit job seekers, support tenant employers, connect the community with opportunities available at the Airport, and provide resources to support worker retention to contribute to the organization's overall success. WSD also oversees initiatives that support the job quality of tenant employees at the Airport and ensures the enforcement of ordinances and programs intended to support workers. ECD maximizes the utilization of small, disadvantaged, and local businesses on SFO’s contracts and leases. ECD provides outreach and technical assistance to business owners historically disadvantaged from working in the aviation sector. ECD establishes small business goals on federally funded projects and ensures compliance with Disadvantaged Business Enterprise (DBE) and Airport Concession Disadvantaged Enterprise (ACDBE) programs. ECD certifies women and minority-owned businesses as ACDBEs, the only airport in Northern California to provide this vital service.

Operations Division: Airport Services- Landside:
• Landside Operations oversees the Airport’s transportation planners, traffic engineering and ground transportation services to ensure passengers are moved efficiently on and off the Airport; encourage the use of alternative transportation modes by airport passengers, employees, and ground transportation providers; and disseminates accurate information on ground transportation programs and services to promote their use.

External Affairs Division: Government Affairs:
• Government Affairs at SFO advances the airport strategic objectives and policies with external stakeholders - federal, state, and local governments as well as regional business and community organizations - in order to promote and advance the goals of the Airport. Manages day-to-day activities related to all legislation and regulations with elected officials and regulatory bodies. Responsible for research and analysis of aviation and transportation legislation, policy, and trends on the federal, state, and local levels that may advantageously or adversely impact the Airport’s operations and policy.

Responsibilities will vary depending on specialty area and team assignment, general duties and responsibilities are as follows:
• Plans, monitors, evaluates, and supervises the operation of a division of a city department; coordinates the work of the various subdivisions; advises and consults with section managers; meets with appropriate staff to identify and resolve problems or conflicts; makes or recommends final decisions regarding policy, operations, and administrative procedures.
• Develops, implements and maintains procedures, administrative monitoring practices and controls in order to obtain smooth and effective operation of a division; coordinates work activities of one division with other divisions within the department to prevent delays in required actions or to improve programs or services; assists in the identification, development and implementation of departmental goals, objectives, policies, and priorities; assists in the determination of resource allocation and levels of service according to established policies.
• Receives and analyzes division and departmental reports; directs the preparation of monthly and annual reports; directs the gathering and analysis of information and reports necessary to document and evaluate processes.
• Monitors the work of and coaches subordinates to improve performance.
• Directs the allocation of resources to achieve timely outcomes and measurable goals within budget; adjusts plans and programs to meet emerging or new programs, while continuing to address major departmental priorities.
• Monitors and evaluates the effectiveness and efficiency of the division's service delivery system, organizational structure, staffing levels, financial systems, and other internal operations; identifies and recommends alternative approaches or improvements; implements revisions, adjustments and changes.
• May serve as liaison for the Department with a variety of other City/County staff, policy-making officials, and officials of outside agencies; explains and justifies Departmental or administrative procedures, policies, or programs; negotiates and resolves difficult and complex issues and problems.
• May plan, develop, implement or direct major or complex projects or programs which span a number of the department's established sections or divisions; directs the research of complex, highly technical issues; analyzes alternative solutions or approaches; recommends most effective course of action.
• Participates in budget development by providing detailed justification and persuasive arguments for proposals or initiatives. Oversees and administers division budget; directs and monitors expenditures in accordance with the approved budget; directs the preparation and maintenance of a wide variety of statistical, fiscal, and operational reports and studies; and provides executive management with an early warning and practical options to potential cost overruns.
• Performs other related duties as assigned.

About the Worker Protection Team

The mission of the Worker Protection Team is to protect the rights of workers in San Francisco and California with an emphasis on combatting systemic business practices that exploit marginalized workers. Building on the Office’s longstanding leadership in affirmative litigation, the Worker Protection Team investigates and litigates instances of wage theft, employee misclassification, and other abusive workplace practices. The Worker Protection Team also advises and supports the City’s Office of Labor Standards Enforcement, which enforces more than two dozen local workplace protection ordinances, including ordinances that establish rights to a minimum wage, paid sick leave, paid parental leave, and healthcare benefits.

This is the first legal secretary position on the Worker Protection Team. Under the supervision of the Team Leader, the legal secretary will work with and support all other attorneys, attorney fellows, paralegals, and legal assistants on the team. The duties associated with the position include but are not limited to: preparing and editing a wide variety of legal documents in proper format such as briefs, correspondence, subpoenas, jury instructions, notices, exhibit lists and verdict forms; filing (including E-Filing) documents with State and Federal trial courts and courts of appeal; maintaining attorney calendars and case calendars; creating and maintaining files; answering requests for information from attorneys, opposing counsel, court staff and members of the public; and performing related duties as required.

Collaboration with Land Use Team and Real Estate and Finance Team

In addition to working with the Worker Protection Team, this position will also collaborate and assist the Land Use Team and Real Estate and Finance Team. The Land Use Team advises City departments on matters relating to environmental review, permitting, use of City streets, as well as drafting legislation for the Mayor and Board of Supervisors. The Land Use Team also litigates cases in state and federal court arising from land use disputes. The Real Estate and Finance Team handles a wide range of real estate, finance and other transactional matters for City departments and commissions. The work involves a wide range of agreements and other documents, as well as draft legislation for the Mayor and Board of Supervisors.

Position Information and Responsibilities

Legal secretaries work under the direction of attorneys and provide a variety of secretarial and clerical duties in a fast-paced, civil litigation practice. The responsibilities listed below are representative of the range of duties assigned and are not intended as an exhaustive list.
• Preparing, editing, and proofreading a wide variety of legal documents in proper format which may include pleadings and briefs with preparation of table of contents and table of authorities, motions, notices, declarations, complaints, discovery documents, correspondence, contracts, and other documents utilizing multiple word processing systems, spreadsheet software, and case management systems/software.
• Legal filings and service of documents with state and federal courts as well as other government agencies.
• Occasional scheduling of depositions, court reporters, witnesses, and subpoenas.
• Opening, monitoring, organizing, closing legal case files; creating and updating file index, correspondence, and electronic record files.
• Maintaining and updating attorney appointments and time billing and Worker Protection Team calendar; keeping abreast of important court dates, local court rules and procedures regarding filing legal documents with courts as mandated including e-filing, and serving legal document as required by rules; prioritizing duties and deadlines to accommodate work schedules of attorneys.
• Reviewing, preparing, editing, and finalizing legislation, resolutions, and ordinances for submission to Board of Supervisors.
• Performing other duties and responsibilities as required including general administrative tasks; coordinating and setting up meetings, managing subscriptions for distribution.
• Managing contracts and invoicing process for multiple consultants, and keeping attorneys informed on contract expenditures/budget.
• Assisting with special projects, i.e. research and public records request and backing up other teams for court E-filings when needed.
• Contact with court staff, administrative law organizations, consultants and other city departments using discretion and tact.
