The Ministry is responsible for developing and evaluating curriculum; teacher development and certification; supporting students with diverse learning needs; funding and supporting school boards; First Nations, Métis and Inuit and Francophone education; and overseeing basic education policy and regulations.


Capital Programs Branch


This branch is a part of the Financial Services and Capital Planning Division, works with school jurisdictions, francophone authorities, and charter school societies to maintain and upgrade supported capital infrastructure. The branch collaborates with partners to develop long-term capital plans and ensure project requests align with educational needs and ministry priorities. Capital Programs also works closely with Alberta Infrastructure to ensure approved projects are implemented according to government policy, standards, and procedures.

Role Responsibilities
The Major Capital Programs (MCP) Strategic Analyst supports the effective management of K–12 school capital programs by researching, analyzing, and developing recommendations that inform planning, funding, and decision making. The role works closely with internal ministry teams, cross-government partners, and stakeholders to advance ministry goals and ensure alignment with infrastructure and maintenance needs.
Reporting to the Major Capital Programs Manager, the MCP Strategic Analyst collaborates with branches across Education and Childcare, providing analysis, data governance support, and recommendations related to capital planning, program evaluation, and major capital submissions. The analyst leads reviews of school capital project proposals, supports the development of submissions to Treasury Board, and contributes to the evolution of school planning and site readiness processes.


Key Responsibilities


1. Support Branch and Sector Leadership

Prepare briefings, summaries, business cases, presentations, and responses for senior officials.
Conduct environmental scans and analyze emerging issues.
Participate in ministry, cross government, and stakeholder committees.
Maintain effective internal and external relationships and respond to inquiries.
2. Review and Evaluation of Capital Planning Submissions

Assess school jurisdiction submissions for completeness, alignment, and compliance with program policies.
Validate submissions against government data and support annual planning processes.
3. Program Delivery Support

Assist managers with capital planning activities and special initiatives.
Provide analytical advice and contribute to program development and enhancements.
4. Environmental Scans and Analysis

Identify best practices, issues, and options related to provincial programs and policies.
Develop supporting materials and recommendations for senior decision makers.
5. Data Solutions and Data Management

Clean, validate, and organize data from school authorities and ministry sources.
Produce accurate and timely reports, assess data risks, and support data governance.
Provide guidance to staff and ensure consistent use of data and information products.

Qualifications
Education Requirements


A Bachelor’s degree (4 year) in a related field such as Business, Economics, Engineering, or Technology/Information Management.
Plus, minimum of 4 years of progressively responsible experience, preferably in a government setting.
An equivalent combination of education and experience will be considered on a one-for-one basis.


Technical Competencies


Strong data analysis and data management skills, including reviewing, organizing, and validating complex information.
Ability to prepare clear briefing notes, reports, presentations, and recommendations for senior leaders.
Understanding of capital planning processes, policy requirements, and program evaluation.
Proficiency with Microsoft Office and comfort working with various data sources.
Ability to conduct research and environmental scans to identify trends and inform decisions.

Assets


Knowledge of Alberta government capital planning processes, education facility programs, or infrastructure policies.
Experience reviewing capital submissions, site readiness requirements, or school planning documents.
Experience supporting cross ministry initiatives, stakeholder engagement, or committee work.
Background in research, analysis, communications, or public sector program support.
