Manager, Compliance and Regulatory
Salary: $138,631 - $185,518 (Plus Superannuation)
Fixed term role: up to 30 June 2026
Usual hours of work: Full time (flexibility may be available)
Usual work location: 121 Exhibition Street, Melbourne CBD (flexibility may be available)
The Role
The Manager, Local Jobs First Compliance & Regulatory, supports the Local Jobs First Commissioner to develop and implement appropriate compliance processes and systems, which includes education and raising awareness among stakeholders of the objectives of the Local Jobs First Policy.
The role is also responsible for managing engagement with and interpreting the results of audits conducted by Government agencies on delivery of their Local Jobs First contractual commitments and for the conduct of external investigations or other enforcement action where necessary.
The Manager of Compliance & Regulatory will also interpret the Local Jobs First legislation to provide strategic advice on the exercise of the Commissioner's enforcement and regulatory powers.
The objectives of the Local Jobs First Compliance & Regulatory program are to ensure that the Local Jobs First Policy is being appropriately applied by Government agencies and contractors in Victorian Government procurement to deliver on their Local Jobs First contractual commitments – which includes the provision of local industry goods and services in strategic Government contracts, and the employment of apprentices, trainees and cadets on Government construction projects.
A further objective is to enable the delivery of the Local Jobs First Policy by engaging with local industry stakeholders more broadly such as industry groups, employers and unions, to educate and raise awareness of the aims of the policy and an understanding of the legal and regulatory settings.
The Team
The position of Manager, Compliance and Regulatory, forms a part of the Office of the Local Jobs First Commissioner within the Industry, Trade and Investment group.
In August 2018, the Local Jobs First Act was enacted by the Victorian Parliament. The Act enshrined the Victorian Industry Participation Policy (VIPP) the Major Projects Skills Guarantee (MPSG) and established the role of the Local Jobs First Commissioner. The Commissioner's role is to advocate on behalf of Victorian small and medium enterprises, as well as promoting the employment of apprentices, trainees and cadets on government projects. The Commissioner also oversees compliance of local content and job commitments entered into as part of the contractual arrangements for project delivery.
About You
The successful candidate for the role of Manager, Local Jobs First Compliance & Regulatory, will be a demonstrated leader in a compliance and regulatory role, as well as have proven success in developing and implementing compliance processes and systems, and interpreting legislative requirements to provide strategic advice on the exercise of enforcement and regulatory powers.
The successful candidate will also have experience in the conduct or management of audits in regulatory settings, and the ability to work constructively across a broad range of stakeholders to deliver quality outcomes, as well as proven analytical and conceptual skills, and excellent written and verbal communication skills.
