Job Description
The Workforce Policies and Practices (WPP) team oversees the HR policies and practices aimed at enhancing the career proposition for the workforce in the Government Information and Communications Technology & Smart Systems (ICT&SS) sector, to enable the Government to attract and retain a fair share of the digital tech workforce, so as to drive effective digitalisation across the Public Service.
What you will be working on:
You will lead the review of the Competency Framework (CF) for the ICT&SS sector, in partnership with key stakeholders, to ensure the CF remains current and relevant. This would entail engaging agencies with digital tech workforce to validate their competency requirements and support the agencies in implementing the CF effectively, as well as monitoring the CF’s usage.
You will also be responsible for the review and implementation of a job-based skills allowance framework, where you will work with various stakeholders to ensure the framework’s effectiveness and smooth implementation.
As part of the WPP team, you will play a key role in the analysis and sharing of market data and compensation best practices across the Service. You will also champion data-driven decision-making within the Workforce Development Division.

Experience and Competencies
• Minimally 3 – 5 years of HR or related experience, preferably with some background in policy formulation.
• Basic appreciation of digital technologies is necessary; prior experience in the tech industry and/or higher level of know-how in digital technologies and its application to the Public Service will be advantageous
• Proficient in Excel
• [Business Acumen] Demonstrate keenness and quickness in understanding the organisation’s as well as Government ICT&SS sector’s business context, drivers, opportunities, and risks.
• [Sense-making and Data Analytics] Possess the ability to make data-driven recommendations. This entails the ability to perform data analysis using appropriate tools and techniques to obtain and present insights.
• [Communication and Engagement] Good writing, communication, and interpersonal skills to engage a wide spectrum of external and internal stakeholders, including multi-agency and inter-departmental teams.
