The Transportation Services Division of the City of Toronto plans, constructs and manages the transportation infrastructure within the public right-of-way, including the public realm, sidewalks and roads, with a vision to provide a safe, efficient and effective transportation system that serves our residents, businesses and visitors in an environmentally, socially and economically sustainable manner.


The Division’s Street Permits Section implements strategies, policies, and procedures related to the delivery of right-of-way permitting, and parking permits. All the Division’s permit review and issuance activities are managed on a citywide basis. Street Permits brings together and centralizes all activities, including bylaw, Street Furniture program management, publication box licensing, and inspections related to the Astral Media agreement.


In this role, you’ll play a vital role within Transportation Services by leading and managing the planning efforts to secure a Street Furniture vendor and transition to a new agreement, as the City approaches the expiry of the 20-year agreement with the current service provider. Success in these endeavors calls for expertise in managing complex, multi-stakeholder projects, from inception through to implementation with minimal direction, while balancing competing interests and deadlines.


Major Responsibilities

Leads the advancement of the Street Furniture RFP to procure a new Street Furniture vendor. Develop and manage all RFP documentation and timelines and coordinate intra- and inter-divisional reviews with appropriate internal partners. Oversees the progression of the procurement, evaluation and reporting processes.
Manages Council and Committee direction related to Street Furniture and Litter Bin program management. Leads transition activities associated with the transition of litter bins to Solid Waste Management Services and manage end‑of‑contract requirements for the Street Furniture Agreement.
Oversees the work of consultants responsible for developing a comprehensive transition plan between the current Street Furniture Agreement and new agreement(s). Ensures delivery of a 12‑month transition strategy that enables uninterrupted maintenance and advertising services, including clear milestones, timelines, asset handover processes, and risk mitigation measures.
Develops, recommends and administers the annual budget for the unit, and ensures that the unit's expenditures are controlled and maintained within approved budget limitations.
Establishes, maintains and develops linkages and input from other divisions, agencies, boards and commissions to ensure effective partnerships.
Prepares and leads the preparation of reports, various types of correspondence and presentations to City Council, Committees of Council, City Councillors, senior staff, other agencies and the general public.
Hires, manages, motivates and trains the unit's staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.
Supervises the day-to-day operation of all assigned staff including the scheduling, assigning and reviewing of work. Authorizes and controls vacation and overtime requests. Monitors and evaluates staff performance, approves salary increments and recommends disciplinary action when necessary.
Represents the Transportation Services Division at City Council, Committees of Council, external agency meetings and public meetings.
Represents the Transportation Services Division on Street Furniture project issues in interviews with the media.
Responds to public requests/complaints regarding Street Furniture Program Planning project issues.

Key Qualifications:

Post-secondary education in Civil Engineering, Transportation, or Planning, and/or an equivalent combination of education and experience.
Considerable experience in project management leadership role delivering right-of-way projects, from inception through to implementation with minimal direction, while balancing political, community and other stakeholder interests. Experience in planning, supervising and directing the work of staff and/or contractors while working effectively throughout all levels of the organization such as: political representatives, consultants, contractors and the public with a developed sense of discretion, judgement and political acumen to deal with sensitive and confidential matters is a strong asset.
Considerable experience in developing and managing both operating and capital budgets in a leadership capacity to ensure completion of the unit’s work program in accordance with approved plans.
Considerable experience in transportation-related operations and right-of-way management issues such as parking, permits, and enforcement activities. Experience in Street Furniture Programs including, but is not exclusive of, managing street furniture vendor agreement(s) to ensure supply, manufacturing, installation and maintenance of street furniture elements are effectively managed is a strong asset.
Experience in contract management and procurement related procedures and operations for a large-scale public organization including the development of Requests for Quotation (RFQs), Request for Proposals, Low Value Quotes, Non-competitive procurement, vendor invoicing etc. Experience with Request for Purchasing Goods & Services (“RPGS”) system would be considered an asset.
Possession of a valid Province of Ontario Class "G" Driver's Licence is an asset.
Ability to lead change within a complex organization, and ability to manage diverse stakeholder needs and interests and build effective relationships within a unionized environment.
Ability to navigate complex, multi-modal issues and conflicts, as well as devising solutions to maximize the safety and efficiency of the transportation environment.
Ability to foster an organizational culture that emphasizes innovation, collaboration, transparency, accountability and trust while promoting a strong code of ethics and integrity to support public service excellence.
Ability to support the Toronto Public Service values to ensure a culture that champions equity, diversity and respectful workplaces.
Knowledge of Ontario Highway Traffic Act, Ontario Traffic Manual, and other applicable legislation and familiarity with Ontario Statutes, municipal legislations, including the Occupational Health and Safety Act, Collective Agreements and City of Toronto People, Equity & Human Rights Policies.
Highly developed interpersonal, human relations, political acumen, negotiation and conflict resolution skills.
Excellent analytical, problem-solving, and oral/written communication skills.
