Must Have
• Recent, hands-on Oracle Fusion HCM Cloud experience (last 2–3 years required)
• Proven end-to-end EBS to Fusion HCM migration/implementation experience
• Deep functional expertise in Core HR, Benefits, and Absence Management
• Strong client-facing communication and stakeholder engagement skills
• 8–12+ years of overall Oracle HCM experience
Key Responsibilities
• Lead requirements gathering and design workshops with HR business stakeholders
• Translate business requirements into functional design documents and system configurations
• Configure and implement Oracle Fusion HCM modules — Core HR, Benefits, Absence Management, and Talent Management
• Provide expert guidance on EBS-to-Fusion process mapping, gap analysis, and best practice recommendations
• Support data migration activities using HCM Data Loader (HDL) and HCM Extracts
• Collaborate with technical teams on integrations, OTBI/BI Publisher reports, and middleware connections
• Drive SIT and UAT cycles — develop test scripts, track defects, and support resolution
• Lead cutover planning, go-live execution, and post-go-live hypercare support
• Produce and maintain key project artifacts: functional specs, configuration workbooks, training guides
• Required Qualifications
Functional
• 8–12+ years of Oracle HCM experience, including at least 3 full-cycle Oracle Fusion HCM Cloud implementations
• Demonstrated, hands-on EBS to Fusion HCM migration experience — must go beyond advisory involvement
• Deep configuration expertise in Core HR, Benefits, and Absence Management; Talent Management a strong plus
• Ability to independently lead design workshops, author FDDs, and drive UAT with business users
• Strong knowledge of HCM data models, business process flows, and Fusion security configuration
Technical
• Proficiency in HCM Data Loader (HDL), Spreadsheet Loader (HSDL), and HCM Extracts
• Working knowledge of OTBI and BI Publisher for HCM reporting and analytics
• Exposure to REST/SOAP APIs and middleware tools (Oracle Integration Cloud, Boomi, or equivalent)
• Ability to read Fast Formulas, interpret technical configuration artifacts, and collaborate fluently with developers
• Familiarity with Fusion role-based access control, data roles, and HCM security model
Preferred Qualifications
• Oracle HCM Cloud Implementation Specialist certification
• Experience working with California Community Colleges, public sector, or higher education institutions
• Familiarity with third-party payroll or time-keeping integrations (ADP, Kronos, etc.)
• Exposure to Oracle Integration Cloud (OIC) or Boomi for HCM system integrations
• Experience delivering change management, end-user training, or organizational readiness activities
