Job description
The Impact Manager will bring an innovation lens to build and improve the work of the OFE and FJP teams within the Office of the Treasurer & Tax Collector. This position will be a key part of the Innovation & Impact team to build on two decades of groundbreaking, applied policy work on issues such as fine and fee reform, socially responsible banking, children’s savings accounts, and barriers to financial inclusion.

A successful candidate will have:
• Expertise in financial inclusion, asset building policy, fine and fee reform, economic justice, social policy, or related policy areas
• A passion for working toward systems change
• Demonstrated experience convening diverse stakeholders to achieve a goal, such as creating a new policy, program, partnership, or initiative
• Capacity to thrive while executing multiple projects.

The position requires strong communication and writing skills; strong initiative and a collaborative approach; excellent project management skills; creative approaches to problem solving; and experience and/or interest in innovating from within a government setting.

ESSENTIAL DUTIES
• Identify opportunities for innovation and pioneer new projects to promote economic justice:
• Apply an innovation lens to expand OFE’s/FJP’s work: Each year, explore one to three of OFE/FJP’s priority issues in a community-engaged, hands-on way (e.g., doing community listening, assessing needs, analyzing data, identifying innovative approaches in other cities). For instance: Assess the opportunities and impact of new Community Reinvestment Act provisions (in light of recent and pending court decisions) for San Francisco communities; OR Develop a community-informed strategy to support people who are vehicularly housed and at high risk of parking tickets and tows that they cannot pay.
• Apply an innovation lens to the existing work of our team: In collaboration with program managers and stakeholders, coordinate research and data analysis opportunities among OFE and FJP’s programs to assess or demonstrate impact and identify opportunities for innovation. For instance, analyze data to demonstrate impacts of programs, gaps and opportunities for improvement across our work, or unmet needs and opportunities in the community.
• In response to learnings from the community and the Innovation & Impact team, identify areas for innovation. In collaboration with city and community stakeholders, engage in a process of thoughtful planning to envision and launch new initiatives that are effective and sustainable, such as new resources, partnerships, or pilot programs. For instance, expand a successful youth restitution pilot program into the adult criminal legal system.
• Forge new partnerships and maintain relationships with community partners, City and County departments, and coalitions.
• This may include cultivating new partnerships, presenting about our work, coordinating with community partners for policy advocacy efforts, and participating in coalitions, keeping the team apprised of developments.
• Research, prepare, and edit documents for publication, including reports, community presentations, and policy memos.
• Prepare content to share information about our team’s projects, impacts, and new and existing resources with the community in a clear and accessible way.

Distinguishing Features: Class 5293 Planner IV is distinguished from class 5291 Planner III by the increased level of difficulty in the scope of work, supervision and project management responsibilities and in its responsibility for assisting with the operation of a planning division. Planner IV is further distinguished from 5283 Planner V in that 5283 Planner V has increased responsibility in scope of work, management, dealing with outside agencies and coordinating department activities.

Supervision Exercised: Class 5293 Planner IV may supervise the activities of subordinate Planner classes as well as administrative and technical support positions.

Essential functions include: According to Civil Service Commission Rule 109, the duties specified below are representative of the range of duties assigned to this job code/class and are not intended to be an inclusive list.
• Plans and supervises professional, technical and supervisory personnel as a group leader or as head of a major planning project study; edits reports, texts and studies compiled by staff members and/or consultants engaged in various segments of a total project or division.
• Designs, studies, compiles, analyzes, evaluates and prepares reports on the more complex and difficult technical, social, economic and physical data for various city planning projects, including zoning case studies, capital improvement programs, and general plan and policy development for urban renewal.
• Collects, tabulates, correlates and presents difficult statistical data involved in preparation of the general plan, capital improvement program and related city planning reports.
• Oversees the preparation and design of the more difficult maps, charts, models sketches and other graphic presentations to illustrate various land use and special city planning studies; investigates, recommends and prepares changes for the city planning code and other planning legislation.
• Reviews referrals regarding the sale, purchase and subdivision of land, and vacation of streets; reviews and analyzes subdivision applications, redevelopment and urban renewal proposals and plans with regard to city planning standards, federal, state and local laws and for probable effects on the surrounding neighborhoods and the general plan.
• Addresses community, business and other groups to explain planning programs and problems and promote good public relations for the department; may represent the department at the Board of Supervisors committee meetings, other government agencies, commissions or boards.
• Performs other duties as assigned.
