The Role
Special Operations Command is seeking an EL 1 Procurement Manager to join our dynamic team in Modernisation Branch (So MOD). As an EL 1 Procurement Manager, you will be given the opportunity to work within a diverse team to procure and deliver Australian defence force contracts that are at the leading edge of Defence capability. You will use your excellent stakeholder, coordination, knowledge and attention to details skills to control and execute multiple high profile procurements and contracts.

Lead and undertake procurement planning, tendering, evaluation, contract formation, and contract management activities while ensuring compliance with legislation, procurement policies, processes and procedures.
Manage and provide clear advice, direction, assistance and services relating to procurement policy issues and commercial, legal, financial investigation, and other requirements as applicable in order to support procurement outcomes.
Manage multidisciplinary teams, including setting clear performance standards, managing workloads, and mentoring and developing team members.
Demonstrate strong attention to detail, excellent analytical skills, and personal motivation to achieve results.
Demonstrate well-developed interpersonal skills to liaise, collaborate, and build productive stakeholder relationships.
This role is eligible for an additional remuneration benefit known in Defence as a Building Defence Capability Payment (BDCP). This enables Defence to provide a premium, in addition to the base salary otherwise payable under the Defence Enterprise Agreement (DEA), for positions in occupational disciplines/classifications that are critical to Defence capability. About our Team
The Contract Management Cell is a small but motivated and experienced cohort, comprising APS and Contracted workforce. Beyond the broader Defence Values, the team places large emphasis on trust, effective communications, teamwork, innovation, flexibility, initiative and ownership.

As the Procurement Manager, you will be working in Modernisation Branch within Head Quarters Special Operations Command. HQ SOCOMD consists of primarily ADF members of various ranks.

Ability to analyse, interpret and translate legislation and policies to provide advice and services for a range of complex procurement activities.
Demonstrate strong attention to detail, excellent analytical skills, and personal motivation to achieve results.
Well-developed interpersonal skills to liaise, collaborate, and build productive stakeholder relationships with internal and external stakeholders.
Experience in garnering executive and senior leadership buy in for procurement outcomes
Experience in providing procurement and contracting advice
Experience in developing procurement and contracting outcomes
Experience in managing multidisciplinary teams, including setting clear performance standards, managing workloads, and mentoring and developing team members.
You understand the interests of technical intelligence customers, including Defence leadership, capability managers, and Australian Defence Force personnel.
You will be able to identify significant weapons, specialty equipment technology developments, and their relevance to these customers.
You will be able to understand, or are willing to learn, engineering concepts related to specialty equipment and weapons.
You can communicate assessments based on these ideas to specialist and generalist audiences.
You are a strong written and verbal communicator.
