About the Role

The Regulatory Authority undertakes a high-volume licensing function for the provision of education and care services in Victoria. As a Program Advisor, Licensing, you will play a vital role in supporting the delivery of high-volume licensing functions for education and care services in Victoria. This position focuses on ensuring compliance with regulatory requirements, maintaining the integrity of licensing processes, and delivering high-quality outcomes for stakeholders.

The Program Advisor will assess licensing applications, conduct fit and proper assessments, and contribute to the development and implementation of efficient licensing processes. Collaborating with internal and external stakeholders, you will provide expert regulatory advice and contribute to the continuous improvement of licensing operations.

The role requires a proactive and collaborative individual who can effectively manage competing priorities in a sensitive and fast-paced operating environment.

The successful candidate will demonstrate strong analytical and problem-solving skills, excellent stakeholder management, and the ability to adapt to changing priorities while maintaining a focus on quality and compliance.

The successful candidate will demonstrate flexibility and adaptability to effectively manage competing priorities and support operational service delivery within a complex and sensitive environment. This role also involves advocating for QARD's interests, providing expert advice, and fostering productive collaboration with a wide range of stakeholders to achieve shared outcomes.

Desirable Qualifications and Experience

Relevant tertiary qualification or experience in licensing, or early childhood or human services regulation would be highly regarded.

About the Department

The department provides policy leadership, plans for the future of education in Victoria and leads key cross-sector collaboration. The department plays an important system steward role by providing support, guidance, oversight and assurance across early childhood and school education systems, as well as directly providing school education and 50 new early learning centres.

About the Division

The Regulatory Strategy, Services and Compliance (RSSC) Branch is responsible for providing expert regulatory advice, strategic direction, and leadership on a broad range of regulatory issues and complex compliance matters. The RSSC Branch also licenses and administers provider and service approvals, assesses fitness and propriety of individuals, manages the Quality Assessment and Regulation Division's (QARD) information management systems and technologies, undertakes data analysis and reporting and maintains corporate governance processes.

The RSSC Branch comprises three business units:

Monitoring and Compliance Unit - leads and provides advice on strategic compliance, supports the development operational policy, promotes implementation of best regulatory practice. The unit also manages and provides advice on serious non-compliance and enforcement matters.
Service Administration and Support Unit (SASU) - licenses and approves early childhood education and care service providers and services including assessments of fitness and priority and administers existing service licences. Also provides a first point of contact for regulatory enquiries.
Business Systems and Review Unit - develops and maintains QARD's information management systems and technologies, user support, undertakes systems improvements, reporting, data analytics, business planning, budget planning, enterprise risk management and governance and assurance oversight.
