Business Unit Overview – The Team You Will Work In

The Planning and Strategic Estate Management team within Infrastructure Canberra has an overarching view on the 250+ buildings and properties within the portfolio (which include commercial offices, swimming pools, libraries, community facilities, childcares and depots. The group develops and maintains asset registers, forward plans and budgets for asset upgrades and replacements, oversees procurement and contract planning, and manages the acquisition and disposal of assets. The team also provides advice to other teams on emerging issues related to estate matters (such as maintenance, inspection programs, upgrades and leasing).

Position Overview

The person in this role is in the Strategic Asset Management team and reports to the Director, Strategic Asset Management.

The team supports the management of a portfolio of government-owned buildings and assets. It contributes to those assets being fit for current and future use and appropriately managed throughout their lifecycle.

Key responsibilities of the team include:

Maintaining asset registers and asset plans.
Developing forward capital works programs.
Supporting asset acquisition and disposal activities.
Advising on sustainability initiatives aligned with government policy.
The role contributes to team success by providing building and asset management services including:

Doing asset reviews, condition assessments, and compliance checks.
Identifying current and future asset requirements.
Prioritising and recommending building and mechanical upgrades, cost efficiencies, and sustainability opportunities.
Contributing to planning, procurement, and delivery of both large and small-scale planning projects.
Supporting budget management and financial tracking activities.
The role works closely with delivery partners and internal stakeholders across iCBR and partner directorates, providing clear, evidence-based advice and coordinating asset management activities.

What You Will Do

The primary responsibilities for this position are:

Property and Asset Portfolio Management

Support the effective management of Infrastructure Canberra’s property portfolio across the full asset lifecycle.
Develop and oversee strategic asset activities, including asset management plans, planned maintenance and upgrade programs, business cases, budget submissions, and procurement plans.
Coordinate building inspections, property evaluations, and processes for acquisition or disposal of assets.
Assist in managing assets to ensure long‑term viability and sustainability.
Use software, data, and property management systems to support high‑quality analysis, reporting, and decision‑making.
Program and Project Oversight

Oversee or manage capital works projects, consultancies, building upgrade initiatives, and sustainability improvement programs in collaboration with relevant project delivery teams.
Plan and implement property improvements, monitor progress of upgrades, and ensure delivery partners provide quality outcomes.
Stakeholder Engagement and Advisory Services

Liaise with internal and external stakeholders to ensure coordinated and consistent approaches to asset and property management.
Communicate technical advice on property management strategies, including analysis of building performance, value for money, and other key metrics.

The role may provide day-to-day guidance to other staff but has no direct reports.

The following capabilities form the criteria that are required to perform the duties and responsibilities of the position

Professional /Technical Skills and Knowledge

Demonstrated experience in property, facilities and asset management in government or commercial environments, including asset planning, managing planned and reactive works, analysing complex information, with skills in one or more of project, risk or contract management and/or ACT Government procurement processes.
Strong written, verbal and interpersonal skills, with the ability to provide clear and detailed advice to senior officers and build effective relationships with internal and external stakeholders and to develop a client‑focused team in a positive and productive work environment.
Behavioural Capabilities

Demonstrate a commitment to work health and safety by complying with relevant policies, procedures and instructions, taking reasonable care for personal and team safety, and reporting hazards or incidents. Promote quality service delivery by following quality policies and procedures and accepting accountability for own work outcomes.
Demonstrated understanding of and commitment to the ACT Public Service Values and Signature Behaviours, and the ability to apply these in the workplace.
Compliance Requirements / Qualifications

Workplace Health and Safety Induction (White Card) or willingness to obtain; General Construction Induction Card (White Card)
Asbestos awareness card or a willingness to obtain - Asbestos Awareness Training and evidence of completion delivered by a Registered Training Organisation is required before commencement, for further information refer to: Asbestos Awareness Training - WorkSafe ACT
Driver’s license is essential.
Notes: This is a temporary position available immediately until 17 July 2026 with the possibility of extension up to six months. This position is available to ACT Government officers and employees only.

A Merit Pool will be established from this selection process and will be used to fill vacancies over the next 12 months. Selection may be based on application and referee reports only.

Please note, this position will be moving to a new workplace designed for activity-based working (ABW). Under ABW arrangements, officers will not have a designated workstation/desk. Opportunities for flexible working options could include hybrid working, being a combination of working from home, designated office based and FlexiSpace working locations across the ACT, part-time hours, job-sharing, flexible start, and finish times.
