Job Description

As a Relevant Person’s Representative (RPR), you’ll support individuals who are deprived of their liberty, primarily in the Gwent area, ensuring they understand their rights, feel heard, and are treated with dignity and respect. You’ll build trusted relationships, listen carefully to wishes and feelings, and advocate on behalf of people in environments where their voice can sometimes be overlooked.

MHFA Wales provides RPR service across Gwent as well as the Cardiff & Vale areas. You’ll work across care settings, alongside families and professionals, to ensure that care arrangements are appropriate, proportionate, and truly in the person’s best interests. This includes challenging decisions where necessary, and always striving for the least restrictive options.

Job Details

Location: Southeast Wales (Gwent)

Reports To: Senior Advocate

Contract Type: Full-time

Salary: £25000 -£26500 per annum (dependent on experience)

Hours: 37 hours per week

Role Purpose

To act as a Relevant Persons Representative (RPR) for individuals Deprived of their Liberty under the Mental Capacity Act 2005 (DoLS), ensuring their rights are upheld, their voices are heard, and their residence and care arrangements remain in their best interests.

Job Purpose

1. To help the client to understand the DOLS authorisation and ensure that their rights are upheld.

2. To provide clients, where necessary, with accurate, up-to-date information taking due consideration of relevant legislation including the Mental Health Act, Mental Capacity Act, Deprivation of Liberty Safeguards and associated statutory guidance and code of practices.

3. To represent the views, needs and rights of clients on a formal and informal basis to others involved in their life and care.

4. Maintain contact with the person deprived of their liberty by visiting on a regular basis as requested.

5. To use formal and informal complaints procedures where needed.

6. Request a review of the DOLS authorisation if appropriate.

7. To write regular reports, highlighting any issues or concerns, sending these to the Supervisory Body.

8. If necessary and where possible challenge the authorisation through local means, or ultimately, refer the case to a recognised specialist solicitor for consideration of escalation for Court of Protection challenge.

9. To maintain accurate, up-to-date reports and case records on MHFA Wales case management system.

11. To be conversant with the administrative processes, policies and procedures of MHFA Wales.

12. Uphold safeguarding procedures and promote equality, diversity, and human rights.

12. To attend training courses, supervision sessions and team meetings as required.

Person Specification

Essential:

Full UK driving licence and access to transport for travel across Southeast Wales.
Experience in advocacy, social care, or mental health support.
Strong communication and interpersonal and conflict resolution skills.
Ability to work independently, manage own caseload, work within deadlines and maintain professional boundaries.
Ability to use IT systems and databases confidently for case recording and communication.
Excellent communication and negotiation skills - written and verbal.
Ability to present reports – written or verbal, to external agencies.
Understanding of confidentiality.
Commitment to upholding the rights and dignity of vulnerable individuals.
Ability to challenge on behalf of the relevant person where appropriate and necessary.
Desirable:

Knowledge of the Mental Health Act, Mental Capacity Act and Deprivation of Liberty Safeguards.
Experience of working in advocacy, and an understanding of the differences of the work carried out as IMHA, IMCA, Generic Advocate and paid RPR.
Experience of team working.
Knowledge of the Court of Protection processes.
Knowledge of Safeguarding procedures.
Welsh speaking

Enhanced DBS check (Disclosure and Barring Service) will be required for successful applicants.

Committed to completing the City and Guilds National Advocacy Qualification Level 4 Certificate in Independent Advocacy.
