GENERAL DESCRIPTION:
Under general supervision, the Senior Financial Analyst accomplishes financial analysis assignments on an individual or cooperative basis. This includes performing complex and in-depth financial analysis; developing, maintaining, consolidating, or modifying financial models, budget documents, and reports; and providing technical and functional guidance to other finance staff.
RESPONSIBILITIES:
Compile, research, organize, and analyze financial information.
Assist with the maintenance of the financial forecasting model, including long-term capital and asset management.
Prepare municipal-wide monthly and quarterly variance analysis (operating and capital budgets).
Assist in the development of financial policies and procedures.
Support individual departments' review of master plans for fiscal impact, including total cost of ownership (TCO) for capital projects.
Collate and produce annual operating and capital budget documents using best practices.
Develop and update trend analysis on revenue and expenditures for quarterly and annual reporting.
Develop and maintain standard procedures for variance analysis.
Assist with year-end audit preparation, where required.
Research and respond to budget guidelines in support of the budgeting process.
Develop and track key performance indicators for Financial Services.
Assist in the development and implementation of multi-year municipal-wide financial plan/budget process.
Provide training to staff on financial procedures/ systems, as needed.
Provide technical and functional guidance to others.
Post accurate journal entries into the financial systems.
Perform other duties as assigned.
QUALIFICATIONS
KNOWLEDGE, SKILLS AND ABILITIES:
Strong knowledge of public finances and operations including budget process and procedures, budget variance analysis, fund accounting, goal setting and policy formulation process, expenditure and revenue structure, debt financing, chart of accounts, internal and external financial reports, condition analysis or financial trend monitoring, and capital improvement programming.
Broad knowledge of standards and best practices pertaining to Municipal finance and operations. Familiarity with Public Sector Accounting Standards is an asset.
Proficiency with financial management systems and Microsoft Office programs including Word, Outlook, and PowerPoint.
Advanced proficiency in Excel and the ability to calculate, analyze, and summarize large amounts of data.
Knowledge of the legal and regulatory impacts and constraints regarding revenues, expenditures, and the budget process.
Advanced analytical techniques: break-even analysis, net present value analysis, return on investment analysis, cost-benefit analysis, fiscal impact analysis, cost-effectiveness analysis, sensitivity analysis.
Familiarity with innovations in budgeting such as: long-term financial planning, multi-year budgeting, budgeting for structural balance, strategic planning, and alternative budget formats.
Ability to summarize financial data and effectively communicate the information to both financial and non-financial stakeholders.
Ability to interpret various types of agreements, plans, contracts, bylaws, and legislation to identify and understand applicable financial impacts.
Ability to establish and maintain cooperative, collaborative, and productive work relationships.
Demonstrated customer service skills.
Proven ability to communicate effectively, both verbally and in writing.
Must possess tact, patience, and diplomacy for dealings with other municipal employees and external parties.
EDUCATION AND EXPERIENCE:
Diploma specializing in accounting or related field, combined with six (6) years of experience in a computerized accounting and budgeting environment including variance reporting, with extensive use of spreadsheet and database programs.
OR
Degree specializing in accounting or related field, combined with four (4) years of accounting and budgeting experience in a computerized accounting and budgeting environment including variance reporting, with extensive use of spreadsheet and database programs is required.
Previous public sector experience is an asset.
Chartered Professional Accountant (CPA) designation is an asset.
OTHER REQUIREMENTS:
