The Senior Human Resources Business Partner plays a key role in shaping and delivering innovative, people-centered strategies that advance our business goals. Working closely with the Employee Engagement Division Leader, senior leadership, employees, and cross-departmental partners, this role helps drive a healthy, high-performing organization.
This position builds trusted relationships with senior leaders, serves as a strategic partner, and ensures HR programs and services align with and support organizational priorities.
Day in the Life
Serve as a strategic consultant and trusted advisor to leaders by offering thoughtful, practical solutions to people and organizational challenges, while coaching managers on key topics such as performance management, constructive feedback, talent assessment and development, succession planning, organizational effectiveness, and team dynamics.
Collaborate closely with HR divisions-including Talent Acquisition, Learning & Organizational Development, Total Rewards, HRIS, and Risk Management-to design and implement initiatives that strengthen employee engagement and support retention. Develop, interpret and apply policies, labor contracts, and federal, state, and local regulations, providing clear and confident counsel to the organization. In addition, navigate complex organizational dynamics and work effectively with diverse shareholders to strengthen employee experience across a government environment.

Minimum Qualifications
Bachelor's Degree with major coursework in human resources, public or business administration, or related field.
Four years of experience involving progressively responsible human resources administration including employment and employee relations.
Four years of supervisory experience of professional level staff.
Or any equivalent combination of training and experience that provides the desirable knowledge, abilities, and skills.
Preferred Qualifications
Strong knowledge of current trends in employee engagement and employee relations.
Deep understanding of HR principles, labor relations, negotiations, and compliance matters related to federal, state, and local regulations-including FLSA, FMLA, ADA, USERRA, and NFEPA.
Ability to build collaborative partnerships, influence outcomes, and work toward shared objectives.
Skilled at managing complex processes and navigating organizational structures with clarity and confidence.
Strong communication skills with the ability to tailor messages across multiple audiences and formats.
Demonstrated accountability, with the ability to hold both self and others responsible for achieving commitments.
