The Opportunity

The Senior Human Resources Manager for Occupational Health and Leave Management leads one of the County’s most critical and complex human resources functions. This role is responsible for the strategic direction and oversight of disability management, protected leaves of absence, and compliance with ADA and FEHA requirements—areas that carry significant operational, legal, and human impact across the organization.

In addition to program leadership, this position provides executive-level guidance to departments navigating highly sensitive employee matters, where decisions require careful interpretation of policy, sound judgment, and a balanced approach to compliance and employee care. The role also maintains oversight of key contracts and third-party administrators, ensuring accountability, consistency, and alignment with County standards.

Beyond subject-matter expertise, success in this position requires a high degree of professionalism, discretion, and diplomacy. The work regularly involves complex and delicate situations, requiring the ability to engage stakeholders with credibility and clarity while managing risk and maintaining trust. This leader must be equally effective in setting direction, influencing outcomes, and fostering strong partnerships across a large and diverse organization.

Essential Job Functions
Directs and manages the activities of the Department of Human Resources’ Occupational Health and Leave Management Division.
Participates in departmental strategic planning relating to occupational health services, leave administration, disability management, and management of the County’s long and short term disability programs, psychological services, and reasonable suspicion drug testing.
Oversees the Occupational Health and Leave Management Division’s operating budget.
Oversees and administers Occupational Health and Leave Management (OHLM) contracts.
Directs the preparation of reports, policy memoranda, audits, program analyses, guidelines, training materials, and correspondence.
Represents the Department of Human Resources and the Occupational Health and Leave Management Division in meetings, committees, and professional forums.
Maintains current knowledge of developments in human resources management in occupational health, disability management and compliance and leave administration, reasonable suspicion testing, fitness for duty evaluations, psychological services (including EAP) and related areas.
Requirements
REQUIREMENTS TO QUALIFY:


Option 1:

Education: A bachelor’s degree
from an accredited college or university. AND
Experience: Five (5) years of professional human resources experience. Three (3) years of this experience must have been supervising senior human resources professionals or at the level of Principal Analyst, HR
in disability management and compliance, protected leave management, or occupational health.
Option 2:

Experience: Seven (7) years of professional human resources experience. Five (5) years of this experience must have been supervising senior human resources professionals or at the level of Principal Analyst, HR
in disability management and compliance, protected leave management, or occupational health.

Professional human resources experience includes experience in human resources policy development and application, examination and recruitment, classification and salary administration, employee and labor relations, performance management, discipline and advocacy, staff development and training, benefits and retirement programs, workers’ compensation, protected leave management, disability management and compliance, occupational health, or personnel operations and personnel records.

Senior human resources professionals is defined as professional human resources staff at the level of Administrative Services Manager II functioning in a lead or project management capacity with responsibility in areas such as providing guidance and direction to other staff on the most specialized, complex, and difficult analytical assignments relating to personnel problems which impact major departmental programs and administrative operations, or in central agency departments, where they are responsible for providing consultation and guidance to management in County line departments on highly complex issues and problems associated with their area of expertise.

Principal Analyst, HR level experience is defined as having responsibility for major programs providing operating departments with professional services in administration of organization-wide human resources programs.

You may still qualify even if your job title isn’t exactly the same as the ones listed. What matters is that your experience is at a similar level — meaning your job involves similar responsibilities, requires comparable skills and knowledge, and takes place within a similar organizational structure. Please provide a clear explanation of your experience to demonstrate that it is at the appropriate level.

ENDORSEMENT OF COUNTY QUALIFICATIONS:
