Purpose
The City of Marion (CoM) has developed a T28 IS Strategy to transform the way the Council
will deliver outcomes to the community, while allowing for greater transparency and access.
This role will provide opportunities to understand the CoM T28 IS Strategy.
The Senior Project Manager is responsible for delivering successful outcomes for key
transformation projects via effective and pragmatic project management. The projects
managed by this role may be significant in scale and business impact.
The Senior Project Manager is also responsible for working with and supporting all
departments of the CoM to ensure that the foundational project: Digital Literacy and
Cybersecurity awareness is achieved. The DLCA project aims to increase the digital fluency
and cybersecurity knowledge of CoM staff, residents and elected members.
The Senior Project Manager will deliver other projects or initiatives as deemed necessary by
CoM that assist with the T28 IS Strategy and, where required will provide leadership and
coaching to other team members.
The Senior Project Manager will provide outstanding leadership, to the City of Marion (CoM)
by:
o Providing leadership and coaching to the team;
o striving for excellence in delivery of allocated digital transformation projects to
support Council’s Strategic Plan;
o demonstrate strong and genuine leadership in the areas of information technology
(IT) strategy, emerging technologies, information and knowledge management;
o deliver the allocated T28 IS Strategy projects and enhance collective capabilities and
to improve community value;
o deliver relevant Planning, Policy, budget, risk management and procurement.
o deliver cross-council IT project delivery and implementation of consistent IT
governance and project management frameworks, disciplines and capabilities;
Strong communication skills and ability to maintain solid relationships with internal and
external stakeholders will be vital to this role.

Key Deliverables
Senior Project Management
Planning and coordinating activities regarding project briefs, design, development,
testing, training financial management, project reporting, transition to operations and
post project implementation reviews.
Develop good working relationships with all stakeholders.
Provide leadership, positively influencing teams and individuals, negotiating solutions
and providing a high level of customer service
Liaise with Project stakeholders to identify outcomes and suitable solutions
Provide IT training and Project support (eg. Coordination of meetings, agendas,
minutes, communication and basic business analyst skills).
Identify and encourage partnerships with other departments to jointly achieve
outcomes
Plan, manage, deliver and review implementation of project tasks.
Adhere to best practice standards including project management, change and
incident management (ITIL based ITSM).
improve policies, procedures, processes, planning and communications to support
effective customer service delivery.
Participate in the gathering and analysis of customer feedback to establish the value,
satisfaction and expectations for each service provided within work area.
General
Participate in the review and improvement of the quality of each service provided in
line with the identified customer feedback and organisational needs. Ensure a high
level of professionalism and decisiveness in dealing with strategic issues, particularly
in managing emerging challenges and opportunities.
Support and participate in Corporate Service Quality projects.
Participate in the establishment, monitoring, reviewing, and reporting of key
performance indicators (KPls) and targets for all services within work area.
Contribute to the maintenance of an accurate record of customers and key
stakeholders of all services within work area.
Provide effective coaching, mentoring and support to develop and empower team
members.

Implement and report on the T28 IS Strategy governance and documentation
framework, to provide an appropriate level of governance and guidance to the team
and help drive consistency amongst work practices and behaviours.

Person Specification
Essential criteria
Willingness and ability to continuously develop leadership capability consistent with
the CoM Leadership Capabilities.
Advanced communication skills both written and verbal.
Demonstrable experience with successful, large and complex project delivery.
Stakeholder Management skills
Bachelor’s degree in Business, Information Technology or related discipline
Project Management certification such as PMP, PMBOK or Agile
Minimum 5 years software Project Management experience.
Comprehensive understanding and experience of project
management methodology, tools and documentation.
Technical knowledge of cloud-based systems, specifically CRM, Finance, HRIS, or Asset
Management.
Delivering projects regarding customer experience improvement, workflow and
business automation, system integration and data migration.
Ability to analyse and interpret complex problems and find innovative solutions.
Ability and experience in both face to face and virtual workshop facilitation.
Experience in managing budgets and resources.
Ability to write accurate, concise and relevant cost and project performance reports
to Senior and Executive leaders.
Methodical approach to work, including attention to detail, able to
plan, prioritise workload, meet deadlines and work without close supervision.

Must be either an Australian resident or possess the legal right to work in Australia,
with the ability to provide documentation of a valid work visa.
Comply with existing Work, Health and Safety legislation and regulation obligations
and apply “Think Safe Live Well” philosophy.
Remain familiar with, and actively drive compliance with, all Work, Health, and Safety
(WHS) legislation and regulations, Code of Practice for Self-Insurers and City of
Marion Policies and Procedures.

Other conditions specific to the role
Must hold a valid, full (unrestricted) driver's license in accordance with South
Australian requirements.
Attendance at council meetings will be required from time to time, some out
of hours work may be required.
This position will require you to work collaboratively, attend meetings and/or
undertake work within at least three (3) Adelaide Council areas (City of Charles Sturt,
City of Port Adelaide Enfield and City of Marion) to support programs and projects,
enhance collective capabilities and to improve community value.
