Primary objective
Provide professional, high quality, client focused human resource (HR) advice and support across the NT Public Sector as part of a
team and contribute to the delivery of integrated, contemporary workforce management services.
Context statement
Workforce Management deliver services to client agencies under a centralised services model across a geographically dispersed
and culturally diverse NTG environment, and employees work within specialised teams to provide coordinated advice and
assistance across employee relations in the areas of injury management, workplace disputes, performance, conduct, and change
management.
Key duties and responsibilities
1. Provide Workforce Management advice and guidance to client agencies on matters relating to conduct, performance, inability,
disputes, complaints and general HR processes.
2. Coordinate and progress workforce matters such as disputes, discipline, investigations and inability, providing recommendations
for resolution and early intervention strategies which are consistent with relevant legislation.
3. Develop and maintain effective partnerships with clients, human resource providers and other stakeholders.
4. Facilitate discussions, mediate issues and assist in resolving employee complaints, conduct or performance matters,
recommending remedial action where required.
5. Prepare submissions and reports to agencies delegates as required.
Selection criteria
Essential
1. Experience and contemporary knowledge of operational HR management including experience managing HR matters in areas
such as conduct, complaints, inability and performance management.
2. High level communication and interpersonal skills, including the ability to negotiate, resolve issues and build positive working
relationships with people at all levels.
3. Demonstrated planning and organisational skills, with the ability to manage competing priorities and handle sensitive or complex
workforce matters with sound judgement.
4. Well-developed conceptual and analytical skills including the ability to interpret and apply legislation.
5. High level written communication skills, with experience preparing clear and accurate reports, correspondence and briefing
material.
6. Ability to work independently when needed, while also contributing effectively as part of a team in a client-focused, centralised
HR service environment.
Desirable
1. Relevant qualifications in human resources or a related field.
2. Knowledge and understanding of employment legislation as it relates to Northern Territory Government employees or ability
to obtain.

3. Manage and provide advice on complex workforce issues, including investigations, conduct, performance, disputes,
organisational change, employee health and industrial relations, using evidence-based and risk-aware approaches.
4. Partner with agencies and key stakeholders to support strategic workforce initiatives, organisational change, enterprise
bargaining processes and sector-wide reforms.
5. Analyse workforce data, trends and agency needs to inform decision-making, identify risks and develop effective solutions.
6. Contribute to the development, implementation and continuous improvement of HR policies, strategies and tools to support
best-practice workforce management across the NT Public Sector.

workforce matters, ensuring alignment with legislation, policy and public sector employment frameworks.
2. Manage complex workplace issues such as disputes/grievances, discipline, medical, investigations and inability, recommending
appropriate courses of action for resolution and early intervention strategies.
3. Lead and develop a Workforce Management team to deliver timely, consistent and high-quality workforce services.
4. Triage workload within the team, managing timeframes and as required lead more complex matters.
5. Partner with agencies and key stakeholders to support strategic workforce initiatives, organisational change, enterprise
bargaining processes and sector-wide reforms.
6. Provide advice and support to agencies consistent with best practice and aligned to legislative frameworks.
7. Contribute to the development, implementation and continuous improvement of HR policies, strategies and tools to support
best-practice workforce management across the NT Public Sector.
