ERS is seeking a Client Reconciliation Accountant to perform moderately complex (journey-level) accounting and benefit program assistance work in the General Accounting and Client Reconciliation Section of the Finance Division. Responsible for processing and accurate recording of service purchase payments for Service Class, Commissioned Peace Officers/Custodial Officers, Elected State Officials and Judges. Reviews service purchases posted to member accounts. Responsible for processing vouchers for refunds for overpayment of service purchase and TexFlex payments. Responsible for the audit and reconciliation of agency retirement contributions to individual financial accounts for all classes. Review member accounts, prepare written correspondence, and request corrections as needed. Assists in the training of other staff members within the Client Reconciliation section. Works under general supervision of the Client Reconciliation Unit Supervisor with limited latitude for the use of initiative and independent judgment.
Essential Responsibilities include, but are not limited to:
Processes all purchase of service transactions. Reconciles payments and refunds of contribution for service purchases including lump sum and/or rollover payments to buy back service.
Processes the daily funding and weekly extensions for the TexFlex program.
Processes vouchers for refunds for overpayment of service purchase and TexFlex payments.
Performs manual interest calculations and adjustments. Processes service and contribution adjustments for after tax and before tax contributions. Submits request for corrections to be made in the pension system.
Performs analysis and testing of operational system to enhance system performance. Interacts with other divisional staff to achieve unit goal objectives including ensuring the accuracy of data corrections, including members' service, social security numbers and other data.
Researches errors and discrepancies in retirement contribution accounts and reports.
Prepares written correspondence and responds to e-mail and telephone request from members, Benefit Coordinators and Payroll Officers relating to service purchases.
Evaluates the authenticity of members' records for service history and verifies service balances. Researches and verifies records through microfilmed history and pension system to determine eligibility for benefits.
Works with Information Systems and Financial Systems Support (FSS) sections, to ensure that data fixes and/or corrections to member accounts are correct.
Updates and reconciles daily and monthly service purchase and retirement contribution data, reviews internal reports using Microsoft Word and Excel.
Reviews service purchases posted to member accounts.
Audits and reconciles agency retirement contributions to individual financial accounts for all classes.
Reviews member accounts, prepare written correspondence, and request corrections as needed.
Attends work regularly in accordance with agency leave and attendance policies.
Complies with all applicable agency policies and procedures, including safety and standards of conduct.
Other Duties and Responsibilities:
Assists with special projects of unit.
Assists in the review of procedures of the unit, communication materials, legislation and updates to automated systems.
Assists in processing, monitoring failure to deduct member contributions, and arranges for payments with the agency payroll coordinators and member.
Assists with the processing of Texa$aver deferred compensation plan.
Assists with processing eligible service transfers for elected state officials, Teacher Retirement System, and transfer to and from the state accumulation fund.
Assists in the training of other staff members within the Client Reconciliation section.
Perform other duties as assigned.
Required Minimum Qualifications: Your application for employment must reflect how you meet each of the following minimum qualifications:
1. Graduation from an accredited senior high school or equivalent.
2. Three (3) years’ experience in accounting, finance, business administration, or related business operations.
3. One (1) year of experience and proficiency in the use of spreadsheet and word processing software. (e.g., Microsoft Excel and Word)
4. One (1) year of experience researching and reconciling discrepancies in accounts, bank statements, and reports findings.
Preferred Qualifications: Your application for employment should reflect how you meet the following preferred qualifications:
5. Graduation from an accredited four-year college or university with major course work in accounting, business administration, finance, or related business field is preferred.
6. 20 hours of college accounting courses.
7. Experience with PeopleSoft and/or the Centralized Accounting and Payroll/Personnel System (CAPPS).
8. Accounting experience with a Texas state agency.
9. Experience with the Comptroller of Public Accounts Uniform Statewide Accounting System (USAS).
