Job Duties
The Virginia Department of Agriculture and Consumer Services’ Office of Financial Services is seeking an experienced, dedicated and highly motivated accounting professional to serve as the agency’s Payroll Accountant. This position ensures agency compliance with all state and federal requirements for timely and accurate recording and reporting of agency payroll transactions and taxable fringe benefits. The position includes payroll and reconciliation functions such as post payroll reconciliations for taxable wages, healthcare, parking, and retirement contributions, as well as the verification of accuracy of all employer related fringe benefits including commuting deductions. This position assists the Payroll Manager as the agency’s subject matter expert on all payroll and tax related issues; adheres to all payroll regulatory compliance, including monthly, quarterly, and annual reporting certifications; prepares necessary journal entries to ensure payroll transactions are properly recorded on the general ledger. This position is responsible for maintaining a positive effective working relationship with State Payroll Operations, agency Human Resources staff, and providing quality customer service to all agency employees. The agency is looking for an exceptionally qualified individual with outstanding analytical skills with careful attention to detail and excellent interpersonal skills. This position will work collaboratively with Human Resources Benefits and Time and Labor Administrators. The selected candidate must exhibit the ability to interact professionally with all levels of management in a fast-paced, multi-tasking environment.
Minimum Qualifications
Comprehensive knowledge of generally accepted payroll and accounting principles, practices, policies, and procedures; state and federal laws and regulations to include deductions, taxation, benefit plans and reporting; payroll accounting processes and internal controls; and FLSA requirements. Knowledge of the Commonwealth’s payroll and financial systems including Cardinal. Proficiency with the full MS Office Suite along with complex payroll and accounting software applications. Demonstrated ability to perform complex benefits accounting, reporting and reconciliations; to complete required quarterly and annual taxable wage reconciliations; and to interpret and explain policies and regulations. Must be detail-oriented with excellent organizational skills; professional interpersonal and oral and written communication skills all while maintaining a superior level of discretion and confidentiality; and strong analytical and problem-solving capabilities. Must be able to complete multiple competing priorities simultaneously with strict deadlines while providing quality customer service to internal and external customers; to work effectively, independently, and as a team member. Current or recent experience processing payroll, completing financial reporting and reconciliations, and using an automated financial system preferred. H.S. Diploma or equivalent required.
Additional Considerations
A combination of related education, training and experience indicating possession of the preceding knowledge, skills, and abilities to include knowledge of performing payroll processing operations in an automated environment. Experience processing payroll, completing financial reporting and reconciliations, and using an automated financial system and experience using the Commonwealth's HCM and Financial systems. Certified Payroll Professional (CPP), Fundamental Payroll Certification (FPC) is a preferred certification, but not required. An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.
