About the Role
Our Go Digital team is delivering a major transformation programme, and we're looking for a proactive and experienced HRIS/Payroll Project Manager to lead one of its most important initiatives. This fixed-term role offers the opportunity to shape and deliver a cloud-based HR and payroll system that will enhance how we support our people at Hutt City Council.
Key responsibilities include:
Lead the Project: Manage the end-to-end delivery of the HRIS/Payroll project - from planning and procurement through to implementation and support
Collaborate and Influence: Work with internal teams (HR, Payroll, IT) and external vendors to ensure smooth, timely delivery
Champion Change: Support change management, training, and communication to help our people adapt and thrive with new systems and processes
Deliver Quality Outcomes: Develop business cases, monitor progress, manage risks, and ensure system configuration and testing meet quality standards
Drive Continuous Improvement: Identify opportunities to streamline HR and payroll operations and enhance the employee experience
Manage Budget and Expenditure: Collaborate with the Programme Manager to ensure project spending is effectively managed, supporting overall strategic objectives
Champion Risk Management: Help develop best practice systems and raise awareness around risk management across the project
Promote Health and Safety: Support the team in embedding a proactive safety culture and managing risk in line with our health, safety and wellbeing commitments
About You
You're a confident project manager with a strong understanding of HR and payroll systems, who enjoys working across teams to deliver meaningful change. You bring structure, energy, and a collaborative style that helps people move forward together - even when things are complex or fast-paced.
We're looking for someone with:
Proven experience delivering end-to-end HRIS and payroll system implementations (preferably cloud-based)
Solid understanding of HR/payroll processes, compliance, and best practice
Strong communication and stakeholder engagement skills
Experience with business case development, procurement, and vendor management
Familiarity with change management and training in large, multi-stakeholder environments
