The Ministry of Jobs, Economy, Trade and Immigration (JETI) promotes Alberta’s trade interests on the global stage and supports Alberta businesses to diversify into new international markets through programs, services, and international trade missions. The Trade division is focused on developing strategies and related policies and programs to support Alberta's exporting companies including international missions, trade policy and negotiations, intergovernmental engagements, and trade capacity and ecosystem coordination.

Economic Development and Business Supports Division
The Economic Development and Business Supports Division is focused on driving and operationalizing the department's economic development agenda through policies, strategies and programs that help to create jobs and diversify Alberta’s economy. We do this by providing analysis and developing policy, delivering programs focused on quality and excellence in client service, and stakeholder engagement.

Business and Industry Supports Unit
The Business and Industry Supports Unit, within the Business Supports Branch, designs and delivers impactful program supports to Alberta’s job creators. These programs are crucial to the success of Alberta businesses as they encourage economic growth and promote the development of Alberta’s small and medium sized primary and emerging sectors.


Role Responsibilities
Reporting to the Manager, Operations, the Compliance Officer is responsible for identifying and resolving risk associated with tax credit and grant programs through the process of reviewing and monitoring applicant submissions. These reviews influence maintaining the integrity of programs and enforcement of policies, processes, legislation, and procedures relating to compliance with tax credit and grant conditions identified in various agreements and related program guidelines. This position provides advisory services including information and advice to inform program and funding decisions and interacts with affected stakeholders, ensuring that program applicants are compliant with conditional tax credit and grant agreement guidelines.


As Compliance Officer at the Business and Industry Supports Unit, you will be responsible for, but not limited to, the following key activities:


Policy and Operational Program Support – Develop compliance frameworks for tax credit and grant programs through policy development, audits, and risk management, ensuring legislative alignment, stakeholder engagement, and proactive fraud prevention.
Program Administration – Lead compliance audits and investigations for tax credit and grant programs, ensuring adherence to financial and regulatory requirements. Oversee reporting reviews, reviewing expenses and adherence to compliance requirements, manage an inventory of conditional agreements, and provide expert guidance to program areas while coordinating with investigative units as needed.
Role responsibilities continued
Leadership - Develop and facilitate knowledge transfer and capacity building in staff, develop training materials, and guide staff in the resolution of complex issues.
Stakeholder Engagement – Foster effective stakeholder relationships by liaising with auditors, municipalities, and clients to support compliance, assess policy impacts, and ensure accurate program understanding and administration of conditional grants.
Briefing Note Input – Develop high-quality briefing materials and correspondence for senior leadership, conducting research and analysis to support program decisions, policy changes, and responses to inquiries on tax credit and grant programs.

Qualifications
University graduation in Business, Economics or in a related field plus 6 years progressively responsible related experience. Related experience or education may be considered as an equivalency on a one for one basis.

Strong analytical thinking and problem-solving skills, with the ability to assess complex information and develop effective solutions and recommendations.
Strategic and comprehensive communication abilities to support interpersonal, consultation, and relationship management efforts.
Proven ability to build and maintain collaborative working relationships with service providers, stakeholders, and government representatives.
Skilled in mediation, negotiation, and conflict resolution, with the capacity to foster innovation and build consensus among diverse stakeholders.
Ability to motivate others and facilitate the adoption of new concepts and approaches.

Qualifications continued
Assets:

A recognized accounting designation, such as Chartered Professional Accountant (CPA), Chartered Accountant (CA), Certified Management Accountant (CMA), or Certified General Accountant (CGA).
Certified Internal Auditor or Certified Fraud Examiner
Experience with accountability frameworks and the design, development, or delivery of tax credit or grant programs.
Demonstrated expertise in conducting audits, financial investigations, forensic accounting, and setting policy.
Proven supervisory experience, including team leadership and staff development.
Strong research and analytical capabilities, with the ability to synthesize complex information and support evidence-based decision-making.

This is a full-time permanent position working 36.25 hours per week, Monday to Friday.

Work location is in Edmonton.
