Reporting to the Director, Regulatory and Compliance, this role is the Transport Canada-approved Flight Attendant Manager in accordance with CARs 705.07(2)(iv) and CASS 725.07(2)(d). This position has a direct reporting line to the Director, Regulatory and Compliance and an indirect (regulatory) reporting line to the regulatory 'Operations Manager' (Senior Vice President, Flight Operations and Maintenance) as prescribed by Canadian Aviation Regulations. The position provides regulatory leadership, strategic oversight, and operational direction for all Cabin Crew, including Cabin Operations policies, programs, and safety & training standards.

The role is responsible for facilitating critical coordination and providing oversight on operationally regulated activities in both the In-Flight Service (IFS) Branch and the Cabin Crew Training Department functions. It is accountable to ensure that Flight Attendant training, safety programs, and operational standards meet all regulatory and safety requirements. The position carries a level of authority necessary to exercise effective oversight and compliance for all regulated cabin crew functions across various departments.

Responsibilities:

Serve as the designated Flight Attendant Manager per CARs 705.07(2)(iv), with full regulatory responsibility for Flight Attendant training, standards, and procedures.
Regulatory accountability for the leadership and direction of all Cabin Crew training, safety programs, and operational standards.
Provide regulatory oversight for the maintenance of Transport Canada-approved Flight Attendant Manuals, programs, and supporting documentation, ensuring alignment with the Canadian Aviation Regulations and Commercial Air Services Standards.
Accountable to the regulator to direct the creation, maintenance, and regulatory approval of all Cabin Crew Procedures & Training Programs and ensure their delivery through the In-Flight Service training organization.
Provide regulatory oversight and strategic guidance to the Cabin Crew Training Department, with accountability for ensuring that the training curriculum, instructors, facilities, and training devices comply with applicable regulatory standards.
Oversee the Carry-On Baggage Control Program (CAR 705.42), ensuring compliance and appropriate organizational education.
Direct implementation and oversight of the Safety Management System (SMS) for Cabin Operations and ensure risk mitigation strategies are developed, implemented, and reviewed ensuring coordination with Corporate Safety.
Accountable for the design, development and management of the regulated Dangerous Good Program for Cabin Operations & IFS Branch.
Accountable for all Cabin related Minimum Equipment List (MEL) items, and authority over MEL document revisions related to Cabin Operations.
Accountable to ensure cabin-related safety events, hazard reports, and occurrences are investigated; oversee corrective actions and validate effectiveness.
Direct development of emergency evacuation demonstrations and cabin safety assessments for new and retrofit aircraft are conducted in accordance with the regulations.
Approve risk analysis and mitigation for passengers’ cabin accommodation and medical needs (MEDA).
Develop and implement strategies to establish internal and external audit schedules to meet regulatory and corporate standards (e.g., IOSA, CARs).
Own and direct the management of all cabin safety publications, including the In-Flight Service Quality Manual and Business Process Manual.
Lead and direct cross functional collaboration and consistent alignment between safety documentation and corporate publications such as the FOM, MEL, and company policies.
Represent Air Canada at industry associations and regulatory forums (IATA, ICAO, NACC, A4A) on Cabin Safety matters.
Provide subject matter expertise and coaching to senior managers and Flight Operations & IFS leadership on cabin operations, safety and compliance.
Lead enterprise-wide initiatives to align Cabin Operations with corporate objectives and strategic planning.
Oversee In-Flight Service safety performance indicators (SPIs) and contribute to corporate safety board reviews.
Communicate high-impact risks, quality issues, and safety program effectiveness to executive leadership.
Oversight of the Emergency Response Manual and procedures on behalf of the Inflight Service Branch as required by the CARs.
Qualifications

Transport Canada approval as Flight Attendant Manager or ability to obtain within 30 days of appointment.
Comprehensive knowledge of Canadian Aviation Regulations, CARs 705, SMS, AOSH, COSH, and ICAO/IATA standards.
University degree in aviation, safety, or related field is preferred.
Experience as a Flight Attendant or In-Flight leader is required, with a minimum of 5 years in a senior cabin safety management role.
Training in risk management, safety investigation, and quality auditing is required.
Strong bilingual communication skills in English and French preferred
Demonstrate punctuality and dependability to support overall team success in a fast-paced environment.
