POSITION OVERVIEW
Under general supervision, the Traffic Court Specialist performs a variety of specialized clerical and customer service duties in support of the Traffic Administration Services Program, including reception, cashiering, processing of traffic court documentation, data entry, record-keeping, and filing; provides general information and assistance and explains traffic school program, policies, and procedures to court patrons, staff, and the general public; maintains manual and computerized records; and performs related duties, as assigned. The Traffic Court Specialist is required to work at a courthouse located throughout Los Angeles County.



ESSENTIAL JOB DUTIES

Provides clerical support and assistance in the day-to-day operations of the Traffic Administration Services Program at an assigned courthouse; screens calls and visitors; assists patrons and the general public at the front counter and directs to appropriate locations and/or staff.
Responds to requests for information; and assists in interpreting and applying rules, regulations, policies, and procedures.
Provides information related to tickets and citations, traffic school, certificates of completion, applicable fines, timeframes, extensions, and court processes related to the Traffic Violators School Program; escalates requests requiring judicial correspondence to appropriate supervisory staff or court personnel.
Receives and processes traffic school certificates of completion electronically, in person, and via mail; reviews certificates for authenticity, accuracy, and completeness; processes certificates through electronic system and ensures updates are accurately communicated to the Department of Motor Vehicles (DMV); notifies customers of any issues with their certificates and/or DMV clearance.
Receives and processes payments for citations, fines, and traffic school fees; issues receipts; balances cash and receipts at the end of each business day.
Prepares, monitors, and processes a variety of transactional documents including traffic school inquiries, judicial correspondence, Bail forfeiture Set Aside Motions, and electronic abstracts.
Enters and retrieves information from both hard copy and electronic records; utilizes various manual and electronic tools to log, track, summarize, and report information.
Maintains and updates accurate and detailed records, verifies accuracy of information, researches and resolves discrepancies; retrieves information from computer systems and databases.
Prepares, copies, collates, and distributes a variety of documents; ensures proper filing of copies in departmental or central files.
Maintains the confidentiality of sensitive and confidential information, including defendant personal information, court documents, and records.
Provides courteous, respectful, honest, timely and professional communication and information to all Authority and court staff, patrons, visitors, and the general public; utilizes effective de-escalation techniques as necessary.
Performs other related duties as assigned.

Applicable federal, state, and local laws, codes, regulations, and ordinances, as well as industry standards and best practices relevant to the assigned area of responsibility.
Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and Authority staff.
The structure and content of the English language, including the meaning and spelling of words, rules of composition, and grammar.
Modern equipment and communication tools used for business functions and program, project, and task coordination, including computers and software programs relevant to work performed.
Ability to:
Learn the operations, services, policies, procedures, and processes of the Authority, division, and assigned court location.
Understand and respond to requests for assistance from the public and Authority and courthouse staff.
Prepare and type a variety of documents, forms, and correspondence.
Handle requests or complaints in a professional manner.
Review a diverse range of forms and documents for completion and accuracy.
Organize, maintain, and update various database and records systems.
Ensure the accuracy of information communicated electronically via Authority, court, and state databases.
Maintain confidentiality of sensitive personal information.
Maintain accurate files and records.
Maintain a calm demeanor in stressful situations.
Make accurate arithmetic computations.
Understand, interpret, and apply all pertinent laws, codes, regulations, policies and procedures, and standards relevant to work performed.
Use tact, initiative, prudence, and independent judgment within general policy, and procedural, and legal guidelines.
Independently organize work, set priorities, meet critical deadlines, and follow-up on assignments.
Effectively use computer systems, software applications relevant to work performed, and modern business equipment to perform a variety of work tasks.
Communicate clearly and concisely, both orally and in writing, using appropriate English grammar and syntax.
Establish, maintain, and foster positive and effective working relationships with those contacted in the course of work.

QUALIFICATIONS


Education and Experience:

Any combination of education and/or experience that provides the required knowledge, skills and abilities to perform the essential functions of the position. Additional experience, as outlined below, may be substituted for required education on a year-for-year basis.

Education:
Equivalent to completion of the twelfth (12th) grade.
Experience:
Two (2) years of general clerical or customer service experience which included responsibility for handling cash.
Licenses and Certifications:
Possession of a valid California Driver’s License to be maintained throughout employment or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

PHYSICAL DEMANDS
Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; to operator a motor vehicle and visit various Authority and/or courthouse sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone. This is primarily a sedentary office classification although standing in work areas and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects up to 10 pounds.

ENVIRONMENTAL CONDITIONS
Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing divisional policies and procedures.

Salary Compensation

Conditions of Employment

Candidates selected from the process will receive an offer of employment contingent upon the successful completion of satisfactory reference checks, a post-offer medical examination, a criminal background check, and a driving record check.
