Job Title: Acquisition Specialist - Senior – Procurement Requisitions
Job Location: **Remote** - Work must be performed in the 50 United States
Education: Shall have, at a minimum, a relevant bachelor’s degree from an accredited college or university.
Work Experience: Minimum of 5 years demonstrated experience performing the listed job requirements
Job Requirements:
This position provides contract requisition services to a Federal agency. Tasks include Procurement Request (PR) package creation and associated tasks with requisitions:
• Provide timely and accurate budget execution and financial reporting in support of Requisitions staff.
• Provide guidance to Program Managers (PMs) and division staff on Procurement Requisition (PR) processing and overall, high level process guidance for IPAC/Invoices, Obligation of funds, travel, and other departmental specifics and focused initiatives.
• Create PR packages for Agency customers using various financial management systems and collaborate with PMs and Office of Procurement Operations (OPO) Contracting personnel and review all required documentation including, but not limited to: Statements of Work, Determinations & Findings, Justifications, Independent Government Cost Estimates, Contractor Assessments, No Cost Extensions, de- commitments, and de-obligations of funds.
• Create corresponding PR electronic records in various Agency financial management systems.
• Adhere to review and approval thresholds for all PRs that comport with Departmental policy and guidance.
• Monitor all open commitments. Ensure and/or monitor commitments of funds and obligations and ensure both are in accordance with standard operating procedures, fiscal law, departmental policy, and legislative requirements.
• Monitor prior-year budgets and ensure the commitment of these funds to the maximum extent possible with the Agency Program Managers.
• Facilitate and compile data from financial systems and internal tracking methods that is accurate and reliable for both internal and external requests. Utilize financial tools to evaluate and report current financial management status.
• Apply analytical techniques in the reconciliation of internal systems as well as discrepancies between Agency systems with external stakeholder systems.
• Research, resolve, and document resolution of discrepancies between reports, systems, and tools, then execute solutions, such as reclassifications or change orders.
• Review spending on all budgeted lines to ensure sufficient amounts of funds are available and adjust accounts in-line with programmatic requirements.
• Document changes in reconciliation spreadsheets provided to the Financial Branch and adheres to Record Management requirements.
• Monitor financial assistance instruments, ensuring proper payments are made consistent with the award and any unusual drawdowns are reviewed.
• Create requisitions within the procurement and financial systems for review and approval by federal personnel.
• Update agency data sharing systems with accurate award and purchase request information.
• Absorb, organize, and communicate large quantities of information in a fast-paced environment in a clear, concise, and accurate manner.
• Keep informed of the mission, organizational structure, key personnel, current activities, status of current projects, and any issues affecting the organization.
• Communicate with senior staff, customers, and other staff in a manner that is clear, concise, succinct, and professional.
• Manage a variety of functions simultaneously and with flexibility to work under competing demands and deadlines.
• Operate independently and work collaboratively in a team environment.
• Proficiency in Microsoft Office products including Microsoft Teams and PowerPoint
