As the County Fiscal Liaison, you will coordinate fiscal data on county human service activity; provide expertise to counties and DHS/DCYF program staff and management on data interpretation and analysis for county revenue and expenditure reporting; and direct, advise, and assist counties on reporting and accounting required by DHS for Human Services activities. The focus of this position is activities that will be moving to the Department of Children, Youth, and Families (DCYF) that will need to be combined with Department of Human Services (DHS) activities into seamless reports for and from the counties. This position is staying at the Department of Human Services for the foreseeable future.

Responsibilities include but may not be limited to:
• Administer the department's SEAGR (Social Service Expenditure and Grant Reconciliation) and Social Service Fund County Reporting System.
• Review, analyze, and provide technical assistance to counties on Social Service Time Study (SSTS) and Income Maintenance (IMRMS) Cost Pool data for federal administrative reimbursement.
• Maintain federal grant documentation for pass through entities required under Uniform Guidance tracking federal grants to county payments.
• Create documentation and step by step guides for both FOD’s role in Social Service time reporting and auditing and documentation for our county partners. Cross Train on all DHS FOD County Fiscal Coordinator duties.
• Assist in the development, preparation, and publishing annually of the statewide Human Service Cost Report.

Accounting Officer Senior

Two (2) years of professional accounting or financial reporting experience. Experience must demonstrate:
• Professional level understanding of generally accepted accounting principles (GAAP).
• Ability to interpret and analyze fiscal data, reports and records.
• Develop and implement fiscal procedures.
• Skills and abilities to analyze and communicate complex financial and statistical data verbally and in writing.
• A Bachelor’s degree or higher in Accounting, Finance, or related field may substitute for one (1) year of professional experience*

Accounting Officer Principal

Three (3) years of professional accounting or financial reporting experience. Experience must demonstrate:
• Professional level understanding of generally accepted accounting principles (GAAP).
• Ability to interpret and analyze fiscal data, reports, and records.
• Develop and implement fiscal procedures.
• Skills and abilities to analyze and communicate complex financial and statistical data verbally and in writing.
• Subject matter expertise in Human service program delivery – accounting experience in programs such as MA, SNAP, TANF, Title IV-E.
• Understanding and experience applying federal uniform guidance regulations in accounting activities.
• A Bachelor’s degree or higher in Accounting, Finance, or related field may substitute for one (1) year of professional experience*

Preferred Qualifications
• Human services fiscal experience preferably in a Minnesota county.
• Experience with SWIFT.
• Knowledge and understanding of the federal, state, county fiscal reporting.
• Experience using Microsoft Office products such as Word and Excel, including use of pivot tables and advanced formulas such as VLOOKUP or similar functions.
• Data mining experience, SQL, R, Power BI, BI Query
• Variety of experiences working effectively with others from different backgrounds and cultures.
