Overview / Responsibilities:
Wood is currently recruiting for Principal Contracts Engineer with extensive experience in oil and gas industry.
Ensure that the content and objective of the Health, Safety, Environmental and Quality Policy and the Information Security policies are implemented and understood by all supervised staff.
Support the objectives of the Health, Safety, Environmental and Quality Policy and Information Security Management Policy by adhering to applicable Procedures and Work instructions while fulfilling of duties.
Assist Manager – Procurement for all developmental activities of the department including proposal.
Prepare and maintain cost data of projects and update departmental data bank periodically as advised by Manager – Procurement.
Appraise Manager – Procurement for all project issues related to Contracts and QS.
Contribute effectively in lesson learned data and communicate to Manager – Procurement with all details to incorporate necessary changes (if required) in future revision.
In absence of direct reports, perform and manage their responsibilities effectively.

Operate within the requirements of the project schedule and budgets.
Formulate and co-ordinate the assessment, measurement and control of construction quantities, man hours and costs.
Participate or lead determination of the overall project contracting strategy.
When required prepare schedule of construction contracts and agree same with Project Manager, Resident Construction Manager, Planning Engineer, and advise other disciplines of key activity dates.
When required assist estimators during initial design phase by collecting and providing data on construction costs, etc.
Formulate and co-ordinate the preparation of the construction cost plan and ensure that sufficient details of construction costs are provided for inclusion in the project forecast when required.
Establish extent of completed engineering and design work at any given stage by careful examination of completed drawings etc., maintaining detailed dialogue with designers and project engineers and by participation in project work scope review meetings.
Control construction costs (both during estimate preparation and subsequently) by detailed monitoring and quantitative feedback of the evolving designs/costs and other developing trends.
Prepare and/or review bills of quantities and preambles, and other pricing schedules as applicable.
Review and/or make recommendation regarding the value of provisional sums and/or development/contingency allowances to be included within tenders and awarded contracts based upon a careful examination of the likely final scope of work to be constructed.
The efficient co-ordination of all activities required for the placing of construction contracts and control of contracts administered by home office.
Participate in any surveys of contractors and ensure that information obtained fully meets the project requirements and is incorporated in the procurement department’s registry database.
Prepare and review with project and corporate management a list of possible companies for prequalification for each proposed work package.
Carry out the prequalification of companies wishing to tender including co-ordinating the input from other disciplines as appropriate and prepare qualification report and list of tenderers form for management approval.
Review contract requisitions and definition of scope of work with engineering disciplines to ensure that technical specifications etc are received in good time and satisfactory format for tender purposes.
Agree with the Manager - Procurement the format and project specific terms and conditions of contract for the tender/contract documents.
Prepare and issue tender documentation in accordance with procedures.
Participate in pre-tender and/or tender evaluation meetings and prepare notes of meeting when required.
Distribute relevant parts of tenders and expedite comments from other disciplines. Co-ordinate the commercial and technical evaluation of tenders and prepare tender report and bid summary form for management approval.
Reconciliation of tenders received against estimate.
Prepare contract documents and arrange for execution. Distribute conformed copies and ensure that the field contracts group have copies of all executed documents and all other required information.
Advise Cost Engineer and Project Manager of any changes affecting construction contracts man hour requirements. Monitor man hour expenditure and review man hour requirements on a continuous basis.
Advise field management on any contract/quantity surveying matter referred and provide necessary support
Review claims arising and organise home office support and assistance where appropriate
Monitor the home office administration of contracts (i.e. processing of payment certificates, price variation summaries etc.) and ensure the satisfactory operation of procedures.
Review and analyse the cost reports and forecasts to ensure that information is being presented in accordance with established requirements.
Ensure that records of costs and other statistical data are established and maintained to enable feedback in accordance with established requirements.
Ensure that the requirements for the security of records and the maintenance of backup copies are observed.
Participate in audits as and when required.
Ensure that assigned staff operate in accordance with appropriate and current:-
project specific procedures
project instructions
contract execution procedures
procurement contracts and construction work instructions
management instructions
project schedules and budgets
Ensure that the assigned staff become familiar with the project organisation, project schedule, work scope and the allocated construction contracts; including their conditions, forms of tender, bills of quantities, pricing schedules and associated drawings and engineering standards and ensure their effective liaison with all other site disciplines.
Ensure that the assigned staffs monitor any changes to the value of the work in each allocated construction contract arising from drawing revisions, FI’s, FVO’s or other causes.
Coordinate all commercial and contractual activities concerning construction and services contracts, including close-out activities and the return of all relevant records to home office for archiving.
Let any locally awarded contracts in accordance with corporate and project procedures.
Be thoroughly familiar with the terms of the head contract and all construction contracts.
Support management in representing Wood position under the head contract and the preparation of contract changes.
Ensure that contractors receive all necessary access, materials, documents and information including site safety, labour and discipline regulations to enable them to meet their contractual obligations and maintain comprehensive records of shortfalls of supply of any such deliverables.
Use all resources and remedies under the construction contract in order to ensure that contractors meet their contractual obligations.
Monitor and, in collaboration with other appropriate site disciplines, ensure that the performance of each assigned construction contractor is recorded together with explanations for any deviations from the performance anticipated from the contractor’s tender.
On behalf of the Resident Construction Manager / Construction Manager receive correspondence from the contractors and draft replies. Set up and maintain the project central filing system for field construction contracts operations.
Prepare notices and other correspondence for signature by the engineer or the engineer’s representative in accordance with the requirements of the contracts, as applicable.
Ensure that Wood construction management and supervision are fully informed as to their own and contractor’s rights and obligations.
Review field instructions and liaise with QS and Field Cost Engineer to ensure effective information flow. Initiate field variation order action, where appropriate.
Review and analyse construction cost reports and cost forecasts to ensure that information is being presented in accordance with established requirements.
Ensure that payments to contractors are processed to enable their timely receipt according to the terms of their contracts.
Ensure that all site meetings with contractors follow a structured agenda (where appropriate) and that notes of meeting are prepared for record purposes.
Review claims from and back-charges on contractors. Recommend settlements and negotiate same.
Maintain claims register.
Ensure that contractor’s bonds and insurances are in force.
Prepare and execute amendments to contracts as necessary.
Prepare each month a field contracts report for incorporation in the monthly construction report and other reports when so required.
Ensure that the appropriate provisional and final acceptance certificates are issued in a timely manner.
Advise / remind site construction management / supervision team about contractual terms and conditions.
Skills / Qualifications:
Engineering Graduate (preferred) / Diploma
Minimum 12 years (Graduate) / 15 years (Diploma) of experience in reputed PMC / EPC organisation in the capacity of a Principal Contract Engineer or higher for at least 2 projects in Oil & Gas / Refinery / Petrochemical / Chemical Sectors. (Essential).
Advanced level knowledge in contract formation and administration are required.
Knowledge and experience in quantity survey will have added advantage
