Responsibilities
The Sr Investment Accountant II is expected to stay current on U.S. Generally Accepted Accounting Principles (GAAP) requirements and State Board of Administration (SBA) accounting processes, and to accurately compile and analyze financial data to effectively maintain SBA's financial accounting records. The position's responsibilities include tracking, reconciling, correcting and recording (via journal voucher) financial transactions of the SBA. The Sr Investment Accountant II reports to the Manager of Accounting.
25% - Performs year-end closeout and verification procedures
Reviews and analyzes U.S. GAAP changes and assesses impact on SBA's financial statements and close procedures
Develops and maintains an understanding of the SBA and FLAIR Chart of Accounts, and the appropriate use of general ledger codes for the SBA and State of Florida year-end close processes
Prepares GASB 40, 53 and 72 worksheets annually, as needed for fund year-end reporting
Prepares draft financial statements, schedules and note disclosures in accordance with U.S. GAAP
Prepares accrual and adjusting journal entries
Maintains complete fund workpapers, providing sufficient documentation to assist with subsequent year-end closes
Prepares complete and accurate year-end forms as required by the Statewide Financial Reporting section under the direction of the Manager of Accounting
Prepares debt premium (discount) amortization worksheets and annual amortization journal entries
Prepares debt refunding journal entries, and creates and maintains deferred outflows (inflows) on refunding amortization tables
Prepares and/or reviews Microsoft Excel tables and charts for the annual SBA Investment Report
Completes information requests for the Auditor General, other audit firms or the Statewide Financial Reporting section
Communicates with other sections or state agencies and the Manager of Accounting on the preparation of separate audited draft financial statements, notes or schedules
20% - Performs various reconciliations and verification procedures
Reviews outside custodian activity and prepares journal vouchers to post monthly activity
Reviews posting of externally managed Florida Retirement System account activity for accuracy; prepares reconciliations of PeopleSoft general ledger balances to BNY Mellon General Ledger Detail reports; and reviews general ledger balances for atypical or abnormal balances
Reviews lending agent reconciliations to custodian bank and prepares a lending agent balance sheet check of assets and liabilities
Reconciles supporting documentation for various income or expense items to the SBA general ledger and prepares correcting entries, if needed
Prepares or reviews daily or monthly cash and inventory reconciliations to outside managers or custodians, as needed
Reconciles cash transfers to/from other State agencies under the direction of the Manager of Accounting
Prepares journal vouchers and correction vouchers (i.e., Eagle STAR corrections) as needed to ensure accounting data is in accordance with U.S. GAAP
10%- Reviews Subscription-Based Information Technology Arrangements (SBITA) and Leases
Review the SBITA and lease contracts held by SBA, FHCF, and Bond Finance to determine if they meet the requirements for reporting
Maintain SBITA and lease survey spreadsheet for financial reporting
Provide updated SBITA and lease calculation and entries to Manager of Accounting for fiscal year-end
20%- Prepare monthly Florida Prepaid ABLE Program entries
Reconcile the monthly reports from the custodian(s) to the record keeper and prepare JV to enter activity in PeopleSoft
Prepare FYE close-out entries for ABLE
Prepare GASB 40 and 72 for ABLE financial reporting and review the draft financial statement prepared by Florida Prepaid
Serve as a backup to the Lead Investment Accountant in analyzing and recording monthly Florida Prepaid Activity from the custodian(s)
10% - Prepares accurate monthly and/or quarterly reports
Prepares monthly Security Lending Investment Book and Market Values Report
Prepares (or backs up) the monthly Investments, by Program Report
Prepares (or backs up) the monthly Fund Activity Analysis Report
Prepares (or backs up) the quarterly Division of Retirement Census Report
Provides sufficient documentation for reports to assist the Manager of Accounting in reviewing procedures
Prepares accurate assigned reports on a timely basis
10% - Develops and maintains thorough knowledge of the use of SBA systems, operations and procedures and participates in Accounting's cross-training plan
Develops and maintains knowledge of the SBA general ledger, portfolio management system, related accounting software and custodian bank software
Develops an understanding of SBA operating procedures in Accounting and other sections, as necessary to perform job duties
Identifies procedure modifications to improve the effectiveness and efficiency of Accounting processes
Creates and maintains written desk procedures/policies and procedures for each major task performed
Trains backup personnel to perform primary tasks as required and learns to backup other Accounting staff
05% - Performs other duties as assigned
Qualifications
Eight years of related experience. Must possess a Certified Public Accountant certificate from the Florida State Board of Accountancy. A postsecondary degree may be used as an alternative for years of direct experience; 2 years for an associate’s degree, 4 years for a bachelor’s degree, 6 years for a master’s degree, 7 years for a professional degree, or 9 years for a doctoral degree.
Preference:
A bachelor's degree from an accredited college or university in accounting
Knowledge, Skills and Abilities:
Advanced computer skills to include performing advanced queries
Skill in analyzing accounting processes and improving or creating new procedures/processes
Skill in analyzing and interpreting accounting standards, regulations, and other authoritative guidance, specifically as it relates to governmental accounting
Skill in analyzing complex accounting issues and making appropriate recommendations
Skill in collecting/organizing accounting data, interpreting its significance, and preparing accurate financial reports
Skill in independently analyzing and solving reconciliation discrepancies
Strong interpersonal and communication skills (both oral and written) and the ability to effectively train others
Ability to independently manage multiple complex projects simultaneously and meet varying deadlines
Ability to independently solve problems through application of analysis and critical thinking
Ability to learn new skills in a dynamic work environment
Ability to perform accurately in a detail oriented environment
Ability to perform at a high level in a team environment and to effectively execute all job responsibilities
Hiring Range: $87,990 - $109,935
