Job Overview
We are seeking an experienced and strategic Human Resources Manager to join our team. Reporting directly to the Vice President, Operations, Manitoba, this role is instrumental in aligning HR strategies with organizational goals and fostering a strong, compliant, and engaged workforce. The HR Manager will partner closely with senior leaders and employee groups, overseeing areas such as employee relations, compliance, Payroll, Safety/injury management, talent acquisition, performance management, and employee experience. This role also provides leadership and development support to the HR team. This position operates in a heavily unionized environment requiring extensive labour relations expertise and collective agreement administration.
Responsibilities
Business Partnership
Collaborate with operational leaders to assess and support evolving business needs.
Provide strategic HR direction and input on workforce planning, restructuring, succession planning, and collective agreement considerations.
Guide managers on coaching, development, and performance management.
Oversee payroll trends and reporting and provide leadership oversight to the HR team.
Employee Relations
Advise leaders on performance management, conflict resolution, investigations, and corrective actions.
Promote a positive employee experience through proactive engagement and support.
Provide expert guidance on HR best practices and employment legislation.
Facilitate internal investigations and issue resolution.
Manage labour relations activities including grievance handling, arbitration proceedings, and collective agreement administration.
Compliance
Ensure strict compliance with employment-related laws and comprehensive collective agreement administration across multiple union contracts.
Manage WCB claims and ensure adherence to return-to-work policies.
Stay up to date with legislation such as the ESA, WSH, Labour Relations Act, and Human Rights Code and the WCB.
Employee Experience
Support and implement employee experience initiatives.
Build strong relationships with leadership to enhance culture and engagement.
Essential Qualifications
Post secondary degree in human resources, Business Administration, an equivalent combination of related education, training and experience may be considered.
Experience delivering strategic human resource services aligned with organizational priorities and objectives
Experience leading workplace investigations and drawing cohesive conclusions.
Experience supporting organizational change and implementation initiatives.
Minimum 3 years of experience working within a heavily unionized workforce with direct participation in collective bargaining, grievance handling, and arbitration processes.
Demonstrated knowledge of the Labour Relations Act, Employment Standards Code, Human Rights Code, Workplace Safety and Health act, Freedom of Information and Protection of Privacy act, Worker’s Compensation Board Act, and Collective Agreement Administration.
Excellent interpersonal skills with experience establishing collaborative, client-focused relationships with internal and external stakeholders.
Demonstrated self-efficacy with the ability to prioritize competing demands, manage multiple projects simultaneously and deliver results
Sound verbal, written, and presentation skills with the ability to summarize and present information clearly to all audiences.
Sound critical thinking skills and the ability to exercise good judgment to solve problems quickly and effectively.
Demonstrated ability to maintain confidentiality.
Proficient in MS Office applications (Word, Excel, PowerPoint).
Proven experience managing complex labour relations issues and representing management in grievance and arbitration proceedings.
Desired
Experience working within the transportation industry
Experience working within a multi brand organisation
CPHR certification
