Human Resources Technician
Place of Performance: Naval Surface Warfare Center Philadelphia Division (NSWCPD)
Schedule: Core working hours are from 7:00 AM to 6:00 PM, Monday through Friday. Employees will work 8.5-hour shifts, which include a 30-minute lunch break. Work schedules will be arranged within the designated core hours. There are no requirements to work on weekends or holidays.
Position Requirements:
• Must have a minimum of a High School Diploma or GED equivalent
• Minimum of 3 years’ experience working in Human Resources
• Must have experience in the following areas: Labor and Employee Relations (LER), Staffing Classification, and Workforce Development (WFD)
• Must have knowledge of government regulations, policies, and practices under Title 5, United States code, and other statutes and legal authorities for federal Human Resources
• Must have knowledge of Microsoft Office Suite programs
• Must be capable of working with minimal supervision
• Must be a U.S. Citizen
Duties and Responsibilities may include but are not limited to the following:
• Provide HR administrative and technician services to NSWCPD’s Staffing and Classification Branch located in the HR Office. Tasks to be performed include, but are not limited to, assisting with the in-processing of newly hired employees. Responsible for New Employee -Orientation (New Hire Boot Camp) to include preparing new hire folders, assisting new hires in completing onboarding forms and presenting the HR portion of the orientation.
• Create and enter applicant information and tasks in USA Staffing (on- boarding.) The contractor will provide applicants with the link to access on-boarding forms and instructions on completing the forms that are necessary to obtain a security investigation.
• Communicate with applicants providing them with a link that allows them to accept the on-boarding forms. They will print all the complete forms necessary to conduct a security investigation.
• Complete, sign and accept in-processing forms from applicants.
• Be responsible for the scanning and emailing of payroll forms to the local finance office for processing.
• Be responsible for verifying new employee information in the E-Verify and Selective Service database.
• Print, review and verify accuracy of personnel actions processed by the servicing center.
• Compare the personnel action against information provided in the recruitment package and notify the HR Advisor of any errors or concerns found.
• Assist the recruitment coordinator in the upload of resumes into ERecruiter; label folders for HR Advisors and provide administrative/technical support at local career/job fairs.
• Provide HR administrative support to NSWCPD’s Workforce Development Branch located in the HR Office.
• Support the office by maintaining and updating the Command’s training tools (e.g., the course registration tool to include, creating course offerings, maintaining registration lists, and inputting course catalog items); escorting facilitators and employees to training classrooms; scanning and tracking attendance; tracking nominated candidates for external leadership programs.
• Provide support with monitoring all mandatory training requirements, report on delinquent status, and update all systems. The contractor shall provide support to the Academic Program Manager with tracking and collecting course completions, collecting, and maintaining continued service agreements and collecting book reimbursement paperwork.
• Support and assist training specialist with the onboarding program, to include printing, copying, and delivering onboarding material as needed and maintaining onboarding schedule.
• Support in development of purchase requisitions for the Penn State Navy Yard Campus room reservations to be submitted to Code 107.
• Work with the division and our department representatives to gather information required for room selection and reservations.
• Participate in escorting training instructors and facilitators to the Penn State classrooms.
• Deliver any course materials that were mailed from the instructor to the classrooms and provide and collect course evaluation surveys.
