Job description
The City Performance Team

Within the Controller’s Office, City Performance is made up of 38 individuals committed to public service. Our team members come from different professional backgrounds, bringing a variety of skill sets, policy area expertise, and interests to work collaboratively to improve local government. City Performance’s goals are to:
• Support City departments in making transparent, data-driven decisions.
• Guide City departments in aligning programming with resources for greater efficiency and impact.
• Provide City departments with the tools they need to innovate, test, and learn.

We work directly with City departments across a range of subject areas, including transportation, public health, human services, homelessness, capital planning, public safety and government operations. Our work with City departments includes a mix of data analysis and visualization, facilitation and inter-departmental collaboration, project management, process improvement, performance measurement and management, and contracting.

Public Health Policy Specialist Position:

Under general supervision of a Project Manager, the Public Health Policy Specialist conducts complex analytical projects assessing and analyzing public health programs, policies and data. The Public Health Policy Specialist brings specific expertise in issues regarding public health and healthcare administration, as well as expertise in health analytics and performance management.

Under general direction of a project manager, and in collaboration with other analytical staff, the Public Health Policy Specialist will:
• Lead the development of detailed project plans, including scope and objectives, project timelines, and work breakdowns and task assignments.
• Lead implementation of project strategies, which may include qualitative analysis (interviews, surveys, etc.), quantitative analysis (including administrative and service-level data), process analysis, equity analysis, benchmarking and best practice research, performance tracking and public reporting, and other methodologies as designed through project planning. Develop and maintain strong working relationships with project leads and sponsors at the Department of Public Health.
• Lead the development of high-quality work products, including reports, infographics, dashboards, and/or presentations to communicate project results to the public and City stakeholders.
• Supervise and coach junior and senior performance analysts assigned to a given project, including assigning and reviewing project tasks, providing training, and evaluating staff performance.
• Work collaboratively with all staff, encourage team members to challenge themselves and learn from each other, and actively contribute to team efforts.
• Participate in organizational development initiatives, including annual work planning, strategic planning, staff committees, etc.
• Other duties as assigned.

The HealthCare Workforce Programs Specialist will be assigned to the Workforce Programs unit’s HealthCare Academy team to support Workforce programming and services that address the needs of our local communities, with an emphasis on our most vulnerable populations to support them to successfully transition into competitive employment opportunities.

Job Description

Under general supervision, performs a variety of activities and duties related to program management and oversight of OEWD HealthCare Academy and Dream Keeper Health Services Workforce programming, Programs Specialist will successfully implement the following (but not limited to) tasks: HealthCare Academy and Dream Keeper Health Services Workforce program development, planning, implementation and evaluation; conducts program analyses through prepared qualitative and quantitative data and makes recommendations for improvement; Provide capacity building, technical assistance and training for workforce community partner staff on workforce programming and data reporting systems; Data reporting and analysis to be formulated and presented in public settings; Engagement and partnership development with stakeholders, employers, community partners, program participants, and the workforce system to best inform HealthCare Academy and Dream Keeper Health Services programs; and performs related duties as required.

Specific functions include (but not limited to) the following:

Program Development, Implementation & Enhancement
• Responsible for managing programming under the HealthCare Academy and Dream Keeper Health Services portfolios in adherence to City’s local plan, regional plan, department procurement process guidelines, funding regulations and stakeholder workforce needs; including but not limited to occupational skills training, work-based learning, pre-apprenticeship, and apprenticeship programs.
• Develops and coordinates preparation of portfolio annual work and performance plans with knowledge of operating budgets and program funding streams.
• Develops and monitors grantee work plans and performance to assure that program models effectively steer the development of successful programming.
• Provides support for workforce program research including labor market data, industry trends, best practices, etc.
• Actively participates and supports in writing procurement content for HealthCare Academy and Dream Keeper Health Services programs and reviewing and rating workforce development proposals for these areas.
• In collaboration with community partners, develops effective program design, client services flow, and necessary reporting procedures to effectively serve and report on priority populations identified through these funds.
• Assists with HealthCare Academy and Dream Keeper Health Services program implementation, including coordination with City departments, outreach to identified employers, and connecting employers with workforce resources.

Contract Monitoring, Evaluation, Technical Assistance, Training and Capacity Building
• Develops tools and methods of evaluating and monitoring effectiveness of HealthCare Academy and Dream Keeper Health Services providers programming.
• Through program oversight and formal monitoring visits, lead the coordination of monitoring and evaluating strategies, policies and operations of sector programming to assure that grantees are complying with federal, state and local funding requirements and guidelines.
• Prepares, reviews and executes contracts and subcontracts for the disbursement of funds.
• Provides technical assistance, facilitate training and sharing of best practices to workforce partners on programming and data reporting systems.
• Recommends program model or training modifications and adjustments to ensure responsiveness of programming to both employers and job seekers needs in compliance with HealthCare Academy and Dream Keeper Health Services Programming.
• Provides technical assistance to Grantees on funding streams and relative guidelines, reporting systems and OEWD workforce programs policies and procedures.

Reporting, Analysis and Presenting of Data for OEWD Management, City Officials and Key Stakeholders
• Collects, enters and evaluates qualitative and quantitative data for various HealthCare Academy and Dream Keeper Health Services grants and programs through a series of reporting systems.
• Prepare monthly, quarterly and ad-hoc sector and program data and program performance analysis to present to for senior management, Workforce Investment Board members, relative stakeholders, OEWD management and City officials.
• Collects, prepares and presents a wide variety of reports, memoranda and correspondence.
• Reviews and analyzes monthly reports submitted by various community groups, organizations and agencies to ensure contract compliance.
• Assist in leading and actively coordinates with other City Departments overseeing the HealthCare Academy and Dream Keeper Health Services for reporting and updates.

Stakeholder, Community, Workforce System, and City Departments Engagement and Convenings
• In collaboration with direct supervisor, lead the coordination and implementation of multiple stakeholders (including employers, non-profit partners, educators, public officials, community members and City Departments), to provide comprehensive service models and address the workforce needs of the HealthCare Academy’s and Dream Keeper Health Services’ constituents.
• Develop strategies for distribution of collateral and various messaging to ensure that local, prioritized and underserved populations are aware of and have tangible access to HealthCare Academy and Dream Keeper Health Services programs.
• Spearhead effective engagement and outreach to diverse populations, including re-entry community, public housing residents, public aid recipients, under-represented populations, etc. through diverse partnership development.
• In partnership with direct supervisor, will actively participate in the local, regional, statewide and national committees of HealthCare Academy and Dream Keeper Health Services providers and partners.
• Attend conferences, trainings, meetings, strategy sessions and relevant stakeholder meetings to best inform HealthCare Academy and Dream Keeper Health Services programming through learning practices and networking.
